PALABRAS DE NICARAGUA EN LA SEGUNDA REUNIÓN NEGOCIACIONES INTERGUBERNAMENTALES PARA LA REFORMA DEL CONSEJO DE SEGURIDAD, NACIONES UNIDAS – 2023

Señores Co-Presidentes,
Nicaragua como hemos expresado en reiteradas ocasiones, aboga por una transformación necesaria y obligatoria, una verdadera refundación de todo el Sistema de Naciones Unidas y sus Órganos, bajo el Principio de la Multipolaridad, para actuar en beneficio de los países en desarrollo.
Es de sobra conocido que Naciones Unidas cada día va perdiendo vigencia en sus responsabilidades de promover el desarrollo y en la defensa de la soberanía e Independencia de los Estados Miembros, en especial, de los países en desarrollo, y no ha estado a la altura de sus responsabilidades, en lo que se refiere al cumplimiento de importantes y numerosas resoluciones adoptadas en sus respectivos Órganos.
Se requiere una inmensa solidaridad y una mayor voluntad política para que las Naciones Unidas contribuya realmente de forma integral a un mundo multipolar, a un verdadero Multilateralismo para defender los intereses de los países más afectados por las políticas imperialistas y neocolonialistas, sobre todo en los países pequeños.
No se pueden realizar reformas al consejo de seguridad porque Naciones Unidas se ha convertido en un instrumento de la política hegemónica y agresiva del imperialismo de EEUU en el mundo.
Recordamos por ejemplo, como la Corte Internacional de Justicia condenó a los EEUU y exigió indemnizar a Nicaragua por las acciones guerristas y las muertes derivadas de esas acciones, en la guerra terrorista que desataron que contra nuestro país en los años 80 y EEUU no solo no ha cumplido, sino que las Naciones Unidas no ha exigido el indispensable cumplimiento de esa histórica sentencia condenatoria.
Recordamos, entre tantas otras cosas inadmisibles, la insólita negativa de los Imperialistas de la Tierra, a escuchar el clamor general de las Naciones del Mundo, expresado en la Asamblea General de la ONU, llamando a cesar el criminal Bloqueo contra Cuba, y no hemos visto acciones contundentes de Naciones Unidas para hacer valer sus Resoluciones que son Mandatos de los Pueblos y Países.
Las Naciones Unidas sufren una deriva de su misión y una creciente decadencia, sin capacidad para servir a todos los países y pueblos del mundo, habiéndose entregado abyectamente a defender los intereses y agresiones imperialistas, obedientes y sometidos al imperialismo norteamericano.
Reconocemos y agradecemos que China y Rusia en su calidad de Miembros Permanentes del Consejo, han ejercido una actitud prudente y responsable sobre el uso del derecho de veto, contribuyendo así a la Paz y Seguridad Internacionales, y en especial, a los intereses de la gran mayoría de nuestros países en desarrollo.

STATEMENT BY NICARAGUA AT THE SECOND
MEETING OF INTERGOVERNMENTAL NEGOTIATIONS
FOR THE REFORM OF THE UNITED NATIONS SECURITY COUNCIL – 2023

Gentlemen Co-Chairmen,
Nicaragua, as we have expressed on several occasions, advocates for a necessary and mandatory transformation, a true refounding of the entire United Nations System and its Bodies, under the Principle of Multipolarity, to act in benefit of developing countries.
It is well known that the United Nations is losing validity on a daily basis, regarding its responsibilities to promote development and the defense of the Sovereignty and Independence of the Member States, especially of the developing countries, and it has not lived up to its mandates with regard to the fulfillment of important and numerous resolutions adopted in its respective Bodies.
Immense solidarity and greater political will are required for the United Nations to truly contribute comprehensively to a multipolar world, to a true Multilateralism, in order to defend the interests of the countries most affected by the imperialist and neocolonialist policies, especially in the case of small countries.
Reforms to the security council cannot be carried out because the United Nations has become an instrument of the hegemonic and aggressive policy of US imperialism in the world.
We recall, for example, how the International Court of Justice condemned the United States and demanded compensation to Nicaragua for the warmongering actions and the deaths derived from those actions, during the terrorist war unleashed against our country in the 1980´s; and the United States not only has not complied, but rather, the United Nations has not demanded the essential compliance with that historic condemnatory ruling.
We remember, among many other inadmissible things, the unusual refusal of the Imperialists of the Earth, to listen to the general clamor of the Nations of the World, expressed in the UN General Assembly, calling for the cessation of the criminal Blockade against Cuba, yet we have not seen forceful actions on behalf of the United Nations to enforce its Resolutions, which are Mandates of the Peoples and Countries.
The United Nations suffers a drift from its mission and an increasing decadence, without the capacity to serve all the countries and peoples of the world, having abjectly surrendered itself to defend the imperialist interests and aggressions, obedient and submissive to North American imperialism.
We recognize and appreciate that China and Russia, in their capacity as Permanent Members of the Council, have exercised a prudent and responsible attitude regarding the use of the right of veto, thus contributing to International Peace and Security, and especially, to the interests of the great majority of our developing countries.
