Mensaje de Nicaragua en la apertura de COP 28 en Dubái, Emiratos Árabes

MENSAJE DE APERTURA

• Señores presidentes de la COP-27, y la entrante COP-28.
• Señores presidentes de los Órganos Subsidiarios.
• Secretaría Ejecutiva de la Convención Marco de las Naciones Unidas sobre Cambio Climático.
• Hermanos todos y todas.

1. Nuestra delegación tiene el honor de transmitir el fraterno saludo del presidente de la República de Nicaragua, comandante Daniel Ortega Saavedra, y de la Compañera vicepresidenta Rosario Murillo Zambrana, a todos los países aquí presentes, y en particular al Pueblo y Gobierno de los Emiratos Árabes Unidos (EAU).

2. Nicaragua, reconoce el arduo trabajo de ambas presidencias, Egipto y EAU, y de la Secretaría de la CMNUCC para organizar este importante COP 28.

3. Nicaragua, respalda las declaraciones presentadas por Cuba en nombre del G77 y China.

4. Expresamos de manera firme nuestra permanente solidaridad con el Pueblo Palestino, así mismo, extendemos este compromiso a todos los Pueblos Luchadores en el mundo, es hora de reafirmar que la solidaridad es una fuerza transformadora que aprovecha la diversidad humana para conectar a todas las sociedades.

Señor presidente,

5. Nicaragua no causa el cambio climático, solamente emitimos el 0.05% del total de los Gases EfectoInvernadero, pero sufrimos duros impactos a nuestra economía. Los impactos por los fenómenos hidrometereológicos asociados a la crisis climática nos dejan pérdidas y daños equivalente al 8% del PBI, entre US$2 mil a 4 mil millones anuales, principalmente daños a la infraestructura, sectores sociales, productivos, medioambiente, salud, educación, energía, telecomunicaciones, agua y saneamiento.

6. No existe ninguna duda, la ciencia lo respalda, que la raíz de la crisis climática es responsabilidad de las grandes economías capitalistas que aplican y expanden modelos destructivos de Producción y Consumo, causando y expandiendo la “Crisis Climática”. Ya el Cambio Climático es historia, ahora es Crisis Climática, es también Crisis Planetaria y Crisis de Valores por la falta de fe en Dios.

Señor presidente,

7. Es impostergable que los países desarrollados reduzcan las emisiones en un 50% al 2030. Según el Sexto Informe del IPCC, aprobado este 2023, hay 3 mil millones de personas amenazadas por la crisis climática, en particular en regiones como Centroamérica, países insulares y África, producto de las concentraciones de dióxido de carbono que se encuentran en sus valores máximos nunca visto en los últimos 2000 años, estamos en 420 Partes Por Millón y se están emitiendo a la atmosfera más de 59 mil millones de toneladas de dióxido de carbono y tenemos anomalías globales de temperaturas de 1,1 grados Celsius.

8. Para preservar y defender el Derecho a la Vida en nuestra Madre Tierra, urgen resultados concretos en la Conferencia de las Naciones Unidas sobre el Cambio Climático (COP28), que estén basados en el principio de Responsabilidades Comunes Pero Diferenciadas y Capacidades Respectivas, y que se fortalezca la Justicia Climática y la indispensable Política de Reparación convertida en cooperación directa e incondicional y respetuosa.

9. Los países deben cumplir con el compromiso del financiamiento para la crisis climática de los U$D100 mil millones anuales y evitar la mercantilización de la madre tierra, por medio del llamado Mecanismos Cooperativos (artículo 6 del Acuerdo de París), que no es más que el establecimiento de los mercados del carbono.

10. Hemos sobrepasado 6 de los 9 limites planetarios, en particular la contaminación, pérdida de bosques y biodiversidad, aumento de emisiones sin precedentes y acidificación de los océanos, en tal sentido, la adaptación y mitigación es insuficiente para enfrentar los impactos de la crisis climática, es urgente capitalizar y operativizar el mecanismo de indemnización sobre Pérdidas y Daños.

Señor presidente,

11. Celebramos el Encuentro organizado por la ONU con los jefes de Estado y de Gobierno del G77+China en la Habana, Cuba, donde se tomaron Acuerdos fundamentales e importantes para este Mundo, Acuerdos que deben ser tomados en cuenta en la COP28.

12. Finalmente, Nicaragua está convencida de que la presencia de toda la Comunidad Internacional, sin exclusiones, en esta COP 28 es vital para lograr un mundo de Entendimiento, Paz, Justicia, Solidaridad y Desarrollo.

OPENING MESSAGE

• Ladies and gentlemen, Presidents of COP-27, and the upcoming COP-28.
• Ladies and gentlemen, Chairmen of the Subsidiary Bodies.
• Executive Secretariat of the United Nations Framework Convention on Climate Change.
• Brothers and Sisters all.

1. Our delegation has the honor to convey the fraternal greetings of the President of the Republic of Nicaragua, Commander Daniel Ortega Saavedra, and Compañera Vice President Rosario Murillo Zambrana, to all the countries present here, and in particular to the People and Government of the United Arab Emirates (UAE).

2. Nicaragua recognizes the hard work of both presidencies, Egypt and the UAE, and of the UNFCCC Secretariat to organize this important COP 28.

3. Nicaragua supports the statements presented by Cuba on behalf of the G77 and China.

4. We firmly express our permanent solidarity with the Palestinian People, likewise, we extend this commitment to all the Peoples in Struggle in the world, it is time to reaffirm that solidarity is a transformative force that makes the most of human diversity in order to connect all societies.

Mr. President,

5. Nicaragua does not cause climate change, we only emit 0.05% of total Effect

Greenhouse Gases , but we suffer severe impacts to our economy. The impacts of the hydrometeorological phenomena associated with the climate crisis leave us with losses and damages equivalent to 8% of GDP, between US$2 billion to 4 billion annually, mainly damage to infrastructure, social and productive sectors, environment, health care, education, energy, telecommunications, water and sanitation.

6. There is no doubt, science supports it, that the root of the climate crisis is the responsibility of the large capitalist economies which apply and expand destructive models of Production and Consumption, causing and expanding the “Climate Crisis”. Climate Change is already history, now it is a Climate Crisis. It is also a Planetary Crisis and a Crisis of Values due to a lack of faith in God.

Mr. President,

7. It is imperative that developed countries reduce emissions by 50% by 2030. According to the Sixth IPCC Report, approved this year 2023, 3 billion people are threatened by the climate crisis, particularly in regions such as Central America, island countries and Africa, as a result of carbon dioxide concentrations that are at their highest values ever seen in the last 2000 years, we are at 420 Parts Per Million with more than 59 billion tons of carbon dioxide being emitted into the atmosphere and we have global temperature anomalies of 1.1 degrees Celsius.

8. In order to preserve and defend the Right to Life on our Mother Earth, concrete results are urgently needed at the United Nations Conference on Climate Change (COP28), which are based on the principle of Common But Differentiated Responsibilities and Respective Capacities, and that Climate Justice along with the indispensable Reparations Policy take the form of direct, unconditional and respectful cooperation.

9. Countries must comply with the U$D100 billion annual climate crisis financing commitment and avoid the commodification of Mother Earth, through the so-called Cooperative Mechanisms (as in Article 6 of the Paris Agreement), which are nothing more than the establishment of carbon markets.

10. We have exceeded 6 of the 9 planetary limits, in particular pollution, deforestation and loss of biodiversity, and an unprecedented increase in emissions and ocean acidification, in this sense, adaptation and mitigation are insufficient to address the impacts of the climate crisis, it is urgent to fund and make operative the compensation mechanism for Losses and Damages.

11. We celebrated the Meeting organized by the UN with the heads of State and Government of the G77+China in Havana, Cuba, where fundamental and important Agreements were made for the World, Agreements that must be taken into account by the COP28.

12. Finally, Nicaragua is convinced that the presence of the entire International Community, without exclusions, at this COP 28 is vital to achieve a world of Understanding, Peace, Justice, Solidarity and Development.
