MENSAJE DE NICARAGUA NECESIDAD DE PONER FIN AL BLOQUEO ECONÓMICO, COMERCIAL Y FINANCIERO IMPUESTO POR LOS ESTADOS UNIDOS DE AMÉRICA CONTRA CUBA

Señor Presidente,

1. Nos asociamos a las declaraciones hechas por los representantes de Uganda en nombre del G77+China, de Azerbaiyán en nombre del Movimiento de Países No Alineados, de San Vicente y las Granadinas en nombre de la Comunidad de Estados Latinoamericanos (CELAC), del El Salvador en nombre del Sistema de Integración Centroamericana (SICA) y de Eritrea, en nombre del Grupo de Amigos en Defensa de la Carta de las Naciones Unidas.

2. Reconocemos y agradecemos la presencia de nuestro Hermano Canciller de Cuba, compañero Bruno Rodríguez.

3. Las potencias imperiales continúan manteniendo e intensificando su política unilateral, ilegal, coercitiva y arbitraria en contra de Pueblos y Gobiernos soberanos, sobreponiendo sus intereses hegemónicos por encima de las prioridades de la Comunidad Humana, fomentando las guerras, bloqueos, sanciones y campañas difamatorias, contrarias al Derecho Internacional, a la Carta de las Naciones Unidas y a los principios más elementales que deben guiar las relaciones de respeto mutuo, solidaridad, diálogo y cooperación entre los Estados.

4. Los Pueblos del Mundo tenemos el derecho de ejercer nuestra Soberanía Nacional, Independencia, avanzando en la construcción y desarrollo de nuestro propio Modelo de Desarrollo Político, Económico, Social y Cultural, libre de injerencias o intervenciones, amenazas o agresiones extranjeras.

5. Ante estas perversas prácticas, nuestros pueblos en desarrollo avanzan hacia la Multipolaridad, enfrentando al imperialismo y neocolonialismo destructor, que siempre ha intentado someter al Planeta y a la Humanidad.

6. Y es así como, La Humanidad está creando las condiciones para romper con la hegemonía imperial y en ese mismo espíritu, con voz propia, con identidad, dignidad y valores compartidos, la Comunidad Internacional debe avanzar hacia una mayor integración, rechazando y denunciando los vestigios del colonialismo.

7. Hablamos del criminal bloqueo económico, comercial y financiero impuesto por más de sesenta años sobre la Hermana República de Cuba y su injustificada inclusión en la lista de Estados patrocinadores del terrorismo, de la que debe ser excluida.

8. El hegemonismo estadounidense ha impuesto al Pueblo Heroico de Cuba un bloqueo ilegal, esta Hermana Revolución Heroica ha resistido más 6 décadas y continúa resistiendo este bloqueo corrosivo que atenta contra sus Instituciones Estatales, limita su acceso a financiamiento para el desarrollo, socava su economía y afecta el pleno goce y disfrute de todos los derechos fundamentales de una población entera.

9. Nicaragua, al igual que todos los países en desarrollo y la comunidad internacional en su conjunto, rechazan estas ilegales Medidas Coercitivas Unilaterales, este bloqueo asfixiante, perverso y dañino.

10. Nicaragua condena todas las políticas hostiles de los Estados Unidos hacia Cuba, la persecución de las transacciones financieras y comerciales del país, la imposibilidad de procesar visas de no inmigrantes en La Habana, la intimidación a las empresas que envían suministros de combustible a la Isla, los intentos por frustrar la recuperación del sector turístico tras la pandemia de la COVID-19 y la campaña de descrédito contra los programas de cooperación médica cubana, por solo mencionar algunas.

11. Cuba ha demostrado que, desde el 1 de marzo de 2022 y el 28 de febrero de 2023, el bloqueo causó daños y perjuicios a Cuba, estimados en 4 mil 867 millones de dólares. Esto representa una afectación de más de 405 millones de dólares mensuales, más de 13 millones de dólares diarios, y más de 555 mil dólares por cada hora de bloqueo. Los daños acumulados durante más de 6 décadas de la imposición de esta política anacrónica han ascendido a 159 mil 84.3 millones de dólares.

12. Aun así, bajo las peores circunstancias y las más criminales presiones, Cuba fue capaz de vencer la severa pandemia de la Covid-19 con sus propios esfuerzos y talento.

13. Resulta admirable que Cuba, gracias a su conciencia, su espíritu revolucionario de lucha, a su convicción y compromiso socialista con el mundo y su ejemplo inigualable

de solidaridad internacional, apoyó el enfrentamiento a la pandemia en 42 países y territorios, desde que fue declarada la pandemia de la COVID-19 en mayo de 2020 y hasta septiembre 2022.

14. A esas naciones llegaron 58 brigadas médicas cubanas especializadas Henry Reeve, cuyos integrantes se sumaron a los más de 28 mil profesionales de la salud cubanos que ya laboraban en 66 naciones, como parte de las brigadas médicas de cooperación enviadas por este hermano país.

15. Cuba logra resistir y en medio de la resistencia van estableciendo iniciativas para que con sus propias Fuerzas y con la Solidaridad de Pueblos Hermanos se pueda seguir ganando la Batalla, porque la Batalla de Cuba es nuestra Batalla, y la Victoria de Cuba es nuestra Victoria.

16. Felicitamos a nuestras hermanas y hermanos cubanos por una excelente presidencia del Grupo G77+China. 134 países somos los que integramos este Grupo de Países del Sur, lo que equivale a más de las dos terceras partes de los Estados miembros de la ONU y donde vive el 80 por ciento de la población mundial.

17. Y precisamente, la reciente Cumbre del Grupo G77+China en la Habana, demuestra que no han logrado matar, los imperialistas, los colonialistas de la Tierra, no han podido matar el Espíritu de Lucha, la Dignidad de los Pueblos del Mundo.

Señor Presidente,

18. El consenso universal de los pueblos y gobiernos del mundo han demandado el fin de este inhumano, ilegal y criminal bloqueo, que demuestra un carácter cruel y genocida, violentando los Derechos Humanos de todo un Pueblo y socavando los esfuerzos del valiente pueblo cubano en la implementación de su Plan Nacional de Desarrollo Económico y Social hasta 2030, así como la consecución de la Agenda 2030 y sus Objetivos de Desarrollo Sostenible.

19. El Gobierno de los Estados Unidos, al incumplir con las 30 resoluciones de la Asamblea General evidencia su irrespeto al derecho internacional, a la carta de Naciones Unidas y a la voluntad política del consenso universal de la comunidad internacional, que exige terminar con esta política anacrónica contra Cuba.

20. El objetivo claro del Imperio ha sido derrumbar a Cuba, destruir el Modelo Socialista que es infinitamente Justo, Solidario, con su Pueblo y con los Pueblos del Mundo.

21. Estados Unidos debe iniciar un diálogo respetuoso, para resolver los asuntos bilaterales pendientes con Cuba, sobre la base de la igualdad de Estados, la reciprocidad, el respeto a la soberanía y a la independencia de Cuba.

Señor Presidente,

22. Estamos plenamente convencidos que la Solidaridad Internacional con Cuba seguirá vigente, que la Asamblea General condenará una vez más este criminal bloqueo, así como todas las medidas y ramificaciones extraterritoriales que se siguen intensificando contra el Querido Pueblo Cubano.

23. Nicaragua espera que, de una vez por todas, termine el doble rasero en esta asamblea General, que se respeten y se cumplan las numerosas resoluciones de las Naciones Unidas sobre este tema y poner Fin a este Bloqueo Inhumano contra Cuba.

24. Nicaragua, como todos los años, votará a favor del proyecto de resolución A/78/L.5, y esta Asamblea General, al aprobar universalmente esta resolución presentada por Cuba, estará defendiendo el Multilateralismo, la Carta de Naciones Unidas, buscando el anhelado Entendimiento, la convivencia pacífica entre Naciones, y promoviendo esa Cultura de Paz que todos hablamos y deseamos.

MESSAGE FROM NICARAGUA ON THE NECESSITY OF ENDING THE ECONOMIC, COMMERCIAL AND FINANCIAL EMBARGO IMPOSED BY THE UNITED STATES OF AMERICA AGAINST CUBA

Mr. President,

1. We associate ourselves with the statements made by the representatives of Uganda on behalf of the G77+China, Azerbaijan on behalf of the Non-Aligned Movement, Saint Vincent and the Grenadines on behalf of the Community of Latin American States (CELAC), El Salvador on behalf of the Central American Integration System (SICA) and

Eritrea on behalf of the Group of Friends in Defense of the United Nations Charter.

2. We recognize and appreciate the presence of our Brother Foreign Minister of Cuba, Comrade Bruno Rodríguez.

3. The imperial powers continue to maintain and intensify their unilateral, illegal, coercive and arbitrary policy against sovereign Peoples and Governments, superimposing their hegemonic interests above the priorities of the Human Community, fomenting wars, blockades, sanctions and defamatory campaigns, contrary to International Law, the Charter of the United Nations and the most elementary principles that should guide relations of mutual respect, solidarity, dialogue and cooperation among States.

4. The Peoples of the World have the right to exercise our National Sovereignty, Independence, advancing in the construction and development of our own Model of Political, Economic, Social and Cultural Development, free of foreign interference or interventions, threats or aggression.

5. Faced with these perverse practices, our developing peoples are moving towards Multipolarity, confronting destructive imperialism and neocolonialism, which has always tried to subjugate the Planet and Humanity.

6. And this is how humanity is creating the conditions to break with imperial hegemony and in the same spirit, with its own voice, with shared identity, dignity and values, the International Community must move towards greater integration, rejecting and denouncing the vestiges of colonialism.

7. We are talking about the criminal economic, commercial and financial blockade imposed for more than sixty years on the Sister Republic of Cuba and its unjustified inclusion in the list of State sponsors of terrorism, from which it should be excluded.

8. United States hegemonism has imposed an illegal blockade on the Heroic People of Cuba, this Sister Heroic Revolution has resisted for more than 6 decades and continues to resist this corrosive blockade that attacks its State Institutions, limits its access to financing for development, undermines its economy and affects the full enjoyment of and participation in all the fundamental rights of an entire population.

9. Nicaragua, like all developing countries along with the international community as a whole, rejects these illegal Unilateral Coercive Measures, this suffocating, perverse and harmful blockade.

10. Nicaragua condemns all the hostile policies of the United States towards Cuba, the persecution of the country’s financial and commercial transactions, the impossibility of processing non-immigrant visas in Havana, the intimidation of companies that send fuel supplies to the island, the attempts to thwart the recovery of the tourism sector after the COVID-19 pandemic and the campaign discrediting Cuban medical cooperation programs, just to mention a few.

11. Cuba has demonstrated that, between March 1st 2022 and February 28th 2023, the blockade caused damages to Cuba, estimated at 4 billion 867 million dollars. This represents an impact of more than 405 million dollars per month, more than 13 million dollars per day, and more than 555 thousand dollars for each hour of blocking. The accumulated damages during more than 6 decades of the imposition of this anachronistic policy have amounted to 159 thousand 84.3 million dollars.

12. Even so, under the worst circumstances and the most criminal pressures, Cuba was able to overcome the severe Covid-19 pandemic with its own efforts and talent.

13. It is admirable that Cuba, thanks to its conscience, its revolutionary spirit of struggle, its conviction and socialist commitment to the world and its unparalleled example of international solidarity, supported measures addressing the pandemic in 42 countries and territories, since the COVID-19 pandemic was declared in May 2020 and until September 2022.

14. 58 specialized “Henry Reeve” Cuban medical brigades arrived in those nations, and their members joined more than 28 thousand Cuban health professionals who were already working in 66 nations, as part of the medical cooperation brigades sent by this fraternal country.

15. Cuba manages to remain steadfast and in the course of that resistance they are establishing initiatives so that with their own Resources and with the Solidarity of Fraternal Peoples the Battle can continue to be won, because the Battle of Cuba is our Battle, and the Victory of Cuba is our Victory.

16. We congratulate our Cuban sisters and brothers for an excellent presidency of the G77+China Group. We are the 134 countries that make up this Group of Southern Countries, which is equivalent to more than two thirds of the UN Member States and where 80 percent of the world’s population lives.

17. And precisely, the recent Summit of the G77+China Group in Havana shows that the imperialists, the colonialists of the Earth, have not been able to kill the Fighting Spirit, the Dignity of the Peoples of the World.

Mr. President,

18. The universal consensus of the peoples and governments of the world has demanded the end of this inhuman, illegal and criminal blockade, which demonstrates a cruel and genocidal character, violating the Human Rights of an entire People and undermining the efforts of the brave Cuban people in the implementation of their National Economic and Social Development Plan until 2030, as well as the achievement of the 2030 Agenda and its Sustainable Development Goals.

19. The Government of the United States, by failing to comply with the 30 General Assembly resolutions, demonstrates its disrespect for international law, the charter of the United Nations and the political will of the universal consensus of the international community, which demands an end to this anachronistic policy against Cuba.

20. The clear objective of the Empire has been to overthrow Cuba, to destroy its Socialist Model that is infinitely Just, in Solidarity, with its People and with the Peoples of the World.

21. The United States should initiate a respectful dialogue to resolve the pending bilateral issues with Cuba, on the basis of equality of States, reciprocity, respect for the sovereignty and independence of Cuba.

Mr. President,

22. We are fully convinced that International Solidarity with Cuba will remain in force, that the General Assembly will once again condemn this criminal blockade, as well as all the extraterritorial measures and ramifications continuing to intensify against the Beloved Cuban People.

23. Nicaragua hopes that, once and for all, the double standards in this General Assembly will end, that the numerous United Nations resolutions on this issue will be respected and complied with, and that this Inhuman Blockade against Cuba will end.

24. Nicaragua, as every year, will vote in favor of draft resolution A/78/L.5, and this General Assembly, by universally approving this resolution presented by Cuba, will be defending Multilateralism, the Charter of the United Nations, seeking the long-awaited Understanding, Peaceful Coexistence among Nations, and promoting that Culture of Peace that we all speak of and desire.
