Mensaje del Gobierno de Reconciliación y Unidad Nacional en la III Cumbre CELAC-Unión Europea
MENSAJE DEL GOBIERNO DE RECONCILIACION Y UNIDAD NACIONAL EN LA III CUMBRE CELAC-UNIÓN EUROPEA

Señoras y Señores Jefes de Estado y de Gobierno, Jefes de Delegaciones, Señores Cancilleres, Delegados;
1.El Gobierno de Nicaragua saluda la reactivación del diálogo con la Unión Europea, que debe desarrollarse con pleno respeto al Derecho Internacional, respeto a la Institucionalidad de CELAC fundamentada en los principios y valores comunes de respeto a la Carta de la ONU, igualdad soberana de los Estados, no injerencia en los asuntos internos, el no uso ni la amenaza del uso de la fuerza, el respeto al medio ambiente, la cooperación incondicional para el desarrollo sustentable, la unidad de nuestra región y el diálogo que promueva la paz y la seguridad internacionales. Con este espíritu transmitimos los cordiales saludos del Presidente de Nicaragua, Comandante Daniel Ortega Saavedra, de la Compañera Vicepresidenta Rosario Murillo y del Pueblo nicaragüense.
2.El cumplimiento y respeto de estos principios, facilita y promueve el diálogo en plenaria de todos los Estados y el debate respetuoso, transparente, participativo, plural, incluyente, capaz de identificar soluciones e iniciativas para enfrentar de manera conjunta, los múltiples desafíos comunes de ambas regiones sin medidas unilaterales; esto hará posible fortalecer las relaciones birregionales.
3.Nuestros Pueblos tienen mucho que compartir con el mundo. América Latina y El Caribe, es zona de Paz, Región libre de armas nucleares, que promueve la solución pacífica de las controversias en la región y en el mundo.
4.Las transformaciones justas, necesarias e irreversibles hacia un nuevo Orden Mundial Multipolar, se sustentan en los principios de respeto mutuo, no discriminación; igualdad entre los Estados, la Paz, el Desarrollo, equidad de género, Justicia, Democracia directa, participativa; Libertad, priorizando siempre la negociación, el diálogo constructivo en un plano de igualdad, concordia y cooperación mutuamente beneficiosas.
5.La recuperación post pandemia continúa viéndose amenazada por las multicrisis globales, energéticas, inflacionarias, climática y alimentaria agravadas por las medidas unilaterales coercitivas e ilegales impuestas contra la Federación de Rusia, China, Cuba, Irán, Venezuela, Nicaragua, Siria, República Popular Democrática de Corea y otros Pueblos hermanos, medidas que han causado incremento en los precios del petróleo, los fertilizantes, energía y alimentos, afectando los presupuestos gubernamentales, la economía de las Familias más vulnerables y obstaculizando nuestra capacidad para cumplir con las metas de la Agenda 2030 y los Objetivos de Desarrollo Sostenible, incluyendo la lucha contra la pobreza y la erradicación del hambre y la desnutrición. Exigimos que las nocivas e injustas medidas unilaterales sean suspendidas y se les ponga fin a estas políticas denigrantes y violatorias de todos los Derechos Humanos, si realmente desean fortalecer relaciones birregionales.
6.Nicaragua continúa demandando el cumplimiento de los compromisos de los países desarrollados de la Unión Europea, para garantizar justicia climática y la política de reparaciones para resarcir las pérdidas y daños, fomentando cooperación directa, respetuosa e incondicional.
7.Nicaragua expresa con claridad y determinación que rechazamos y condenamos el uso de municiones de racimo por todos los Estados y exigimos al gobierno de Estados Unidos no enviar a Ucrania ni a ningún otro país en el mundo municiones de racimo, cumpliendo con la Convención aprobada en Naciones Unidas en el año 2008. El mismo Gobierno de Estados Unidos ha calificado el uso de esas bombas de racimo como crimen de guerra, esperamos que ese Gobierno no cometa el crimen calificado así por sus representantes.
8.En nombre de nuestro pueblo nicaragüense y del Gobierno de Reconciliación y Unidad Nacional compartimos con Ustedes y recordamos que la Corte Internacional de Justicia de La Haya dictó sentencia el 27 de junio de 1986 ordenando que Estados Unidos indemnice económicamente a Nicaragua por las pérdidas humanas y daños materiales provocados por la agresión militar y paramilitar norteamericana en la década de los ochenta. Sentencia que es definitiva, de obligatorio cumplimiento, y Nicaragua no ha renunciado a ese derecho de reparación que Estados Unidos está obligado a cumplir. Nicaragua es respetuosa del Derecho Internacional y cumplimos las Sentencias de la Corte Internacional de Justicia, sin excepción.
9.Nicaragua considera que los Gobiernos de los países de la Unión Europea deben de reflexionar y actuar de buena fe con visión de presente y de futuro, teniendo en cuenta a los Seres Humanos de Europa, de América Latina y el Caribe y otras Regiones, que anhelan la Paz, Seguridad Compartida, Estabilidad, Progreso, Desarrollo Sostenible, Relaciones Respetuosas sin Injerencias y Convivencia Pacífica Global. Europa debe tener presente y respetar que ya no somos colonia de ninguna potencia, somos países Libres, Independientes, Soberanos, con Dignidad de Patria, Identidad y Libertad.
10.Este 19 de Julio de 2023 los nicaragüenses celebramos con alegría y elevada moral, 44 años de la Revolución Popular Sandinista, sumando victorias y continuamos avanzando con el Proyecto Político, Económico, Social, Cultural que es del pueblo nicaragüense. Nicaragua fortalece sus relaciones internacionales de amistad, cooperación, inversiones y solidaridad con todos los pueblos del jardín de la Aldea Global.
11.El Gobierno de Nicaragua desea lo mejor a todos Ustedes, a sus Gobiernos y Pueblos, con justicia social, sin exclusiones, cumpliendo con los principios y propósitos del Derecho Internacional, de la Carta de la ONU por el bien de la Humanidad con Seguridad, Estabilidad y Paz.

MESSAGE FROM THE GOVERNMENT OF RECONCILIATION AND NATIONAL UNITY AT THE III CELAC-EUROPEAN UNION SUMMIT

Ladies and Gentlemen Heads of State and Government, Heads of Delegations, Ministers of Foreign Affairs, Delegates;
1.The Government of Nicaragua welcomes the reactivation of the dialogue with the European Union, which must develop with full respect for International Law, respect for the Institutionality of CELAC based on the common principles and values of respect for the UN Charter, sovereign equality of States, non-interference in internal affairs, non-use or threat of use of force, respect for the environment, unconditional cooperation for sustainable development, the unity of our region and the dialogue that promotes international peace and security. In this spirit, we convey cordial greetings from the President of Nicaragua, Comandante Daniel Ortega Saavedra, Vice President Rosario Murillo and the Nicaraguan people.
2.Compliance with and respect for these principles, facilitates and promotes dialogue, in plenary of all States, and respectful, transparent, participatory, plural and inclusive debate, capable of identifying solutions and initiatives to jointly face the many common challenges of both regions without unilateral measures; this will make it possible to strengthen bi-regional relations.
3.Our Peoples have much to share with the world. Latin America and the Caribbean is a zone of peace, a region free of nuclear weapons, which promotes the peaceful solution of controversies in the region and in the world.
4.The just, necessary and irreversible transformations towards a new Multipolar World Order, are based on the principles of mutual respect, non-discrimination; equality between States, Peace, Development, gender equality, Justice, direct and participatory Democracy; Freedom, prioritizing always negotiation, constructive dialogue on a level of equality, harmony and mutually beneficial cooperation.
5.The post-pandemic recovery continues to be threatened by the global, energy, inflationary, climate and food crises aggravated by the coercive, illegal and unilateral measures imposed against the Russian Federation, China, Cuba, Iran, Venezuela, Nicaragua, Syria, Democratic People’s Republic of Korea and other brotherly Peoples. These measures have caused an increase in the prices of oil, fertilizers, energy and food, affecting government budgets, the economy of the most vulnerable families, hindering our capacity to achieve the goals of the 2030 Agenda and the Sustainable Development Goals, including the fight against poverty and the eradication of hunger and malnutrition. We demand that the harmful and unfair unilateral measures be suspended and put an end to these degrading policies and violations of all Human Rights, if they really want to strengthen bi-regional relations.
6.Nicaragua continues to demand compliance of the commitments of developed countries of the European Union, to guarantee climate justice and reparation policies to compensate for loss and damage, promoting direct, respectful and unconditional cooperation.
7.Nicaragua expresses with clarity and determination that we reject and condemn the use of cluster munitions by all States, and we demand the government of the United States not to send cluster munitions to Ukraine or any other country in the world, in compliance with the Convention approved by the United Nations in 2008. The same Government of the United States has described the use of these cluster bombs as a war crime; we hope that this Government does not commit the crime thus described by its representatives.
8.On behalf of our Nicaraguan people and the Government of Reconciliation and National Unity we share with you and we recall that the International Court of Justice of The Hague issued a sentence on June 27, 1986 ordering the United States to financially compensate Nicaragua for the human losses and material damages caused as a result of U.S. military and paramilitary aggression during the eighties. A Judgment that is final and mandatory, and Nicaragua has not waived that right of reparation that the United States is obligated to fulfil. Nicaragua is respectful of International Law and we comply with the Judgments of the International Court of Justice, without exception.
9.Nicaragua considers that the Governments of the countries of the European Union must reflect and act in good faith with a vision of the present and the future, taking into account the Human Beings of Europe, Latin America and the Caribbean and other Regions, who long for Peace, Shared Security, Stability, Progress, Sustainable Development, Respectful Relations without Interference and Global Peaceful Coexistence. Europe must bear in mind and respect that we are no longer a colony of any power, we are Free, Independent and Sovereign countries, with Dignity for our Homeland, Identity and Freedom.
10.This July 19, 2023, Nicaraguans celebrate with joy and high morale, 44 years of the Sandinista Popular Revolution, adding victories and we continue advancing with the Political, Economic, Social and Cultural Project that belongs to the Nicaraguan people. Nicaragua strengthens its international relations of friendship, cooperation, investment and solidarity with all the peoples in the garden of the Global Village.
11.The Government of Nicaragua wishes all of you, your Governments and Peoples the best, with social justice, without exclusions, complying with the principles and purposes of International Law, of the UN Charter for the good of Humanity with Security, Stability and Peace.
