MENSAJE DEL GOBIERNO DE RECONCILIACIÓN Y UNIDAD NACIONAL EN LA REUNIÓN MINISTERIAL NOAL BAJO EL TEMA: MNOAL UNIDOS Y FIRMES FRENTE A LOS NUEVOS DESAFÍOS

1. La delegación de la República de Nicaragua transmite un saludo fraterno y solidario de nuestro Presidente, Comandante Daniel Ortega Saavedra y nuestra Vicepresidenta, Compañera Rosario Murillo, a las delegaciones participantes.
2. El tema que nos convoca en esta reunión Ministerial: “MNOAL: Unidos y firmes frente a los nuevos desafíos”, representa genuinamente la necesidad de nuestro Movimiento en tomar acciones ante los retos que la Comunidad Internacional enfrenta por las amenazas de ciertos países, de continuar actuando con ambiciones imperiales, sobreponiendo constantemente sus intereses hegemónicos por encima de las prioridades de los Pueblos del Mundo, principalmente de nuestros países en desarrollo.
3. Las inversiones en guerras, despilfarros de recursos en armas, alianzas militares, bloqueos, sanciones y campañas difamatorias, son solo algunos de los desafíos que nuestro Movimiento debe combatir, los cuales son contrarios al Derecho Internacional y la Carta de las Naciones Unidas, y atentan también contra la Paz mundial.
4. Nuestro Mundo, sin embargo, avanza y se dirige rápidamente hacia un Orden Mundial Multipolar, con el auge de los nuevos actores regionales intercontinentales y una mayor cooperación entre los países en desarrollo.
5. Esta Multipolaridad, se sustenta en los principios del respeto mutuo, la no discriminación, la igualdad soberana entre los Estados, sin importar el tamaño geográfico o poblacional, poderío militar o económico; y fundamentada también en valores universales como la Paz, el Desarrollo, la Equidad, la Justicia, la Democracia y la Libertad, priorizando siempre la negociación, la concordia, la cooperación mutuamente beneficiosa y la solución pacífica de las controversias.
6. Nuestro Movimiento complementa el avance hacia este nuevo Orden Mundial Multipolar, comprobado ante la progresiva politización parcializada del Sistema de las Naciones Unidas, con la imposición de agendas y dobles raseros, convirtiendo esta Institución en extensión de la política exterior injerencista e intervencionista de las potencias imperiales y neocoloniales.
7. Es ante esta situación que, los países del Movimiento de Países No Alineados, debemos aunar los esfuerzos internacionales por apegarnos a los principios de Bandung, fomentando medidas y acciones de Respeto a la Carta de las Naciones Unidas, defendiendo la Paz, la inviolabilidad de la soberanía de los Estados, el derecho inalienable de los pueblos a su autodeterminación, la no Injerencia, justicia y Solidaridad entre Seres Humanos.
8. Urge que nuestro Movimiento continúe proponiendo un consenso global basado en el Multilateralismo, la Cooperación y la Solidaridad, que permita a nuestros países implementar exitosamente la Agenda 2030 y los Objetivos Desarrollo Sostenibles, erradicar la pobreza, con la desigualdad, reducir el hambre, la falta de salud y de educación, así como, cumplir urgentemente con los compromisos en el Acuerdo de Paris, especialmente, limitar el incremento de la temperatura global a 1.5°C. y apoyar las acciones de adaptación, mitigación, Justicia Climática y un mecanismo indemnización ante las Pérdidas y Daños en los países en desarrollo.
9. Nicaragua continúa abogando por el fortalecimiento del Multilateralismo y por el arreglo pacífico de las controversias.
10. Reiteramos, ante la comunidad internacional, la importancia de seguir avanzando hacia un desarme total y completo, cuya máxima prioridad siguen siendo la eliminación de las armas nucleares.
11. Nicaragua rechaza y condena las ilegales, criminales y arbitrarias,Medidas Coercitivas Unilaterales en contra de Pueblos y Gobiernos que ejercen su Derecho a la Soberanía Nacional, Independencia y Autodeterminación, afectando la economía, estabilidad, paz y el desarrollo de las familias, pueblos y naciones.
12. Nuestro Abrazo Solidario con la Heroica Cuba, con las Históricas y Nobles Batallas del Pueblo Palestino; la Continua y Gran Batalla contra el Fascismo y por la Seguridad, Integridad y Paz, que seguirá, no lo dudamos, cosechando Victorias.
13. La Humanidad está creando las condiciones para romper con la hegemonía imperial, que por tanto tiempo ha sometido al planeta y a la mayoría de la población humana a la guerra, al colapso ambiental, a la destrucción, inestabilidad, a la pobreza y al hambre.
14. El Gobierno de Reconciliación y Unidad Nacional de la República de Nicaragua, bajo la Luz y Guía de nuestro Presidente, Comandante Daniel Ortega Saavedra y nuestra Vice Presidenta, Compañera Rosario Murillo, se mantiene firme y comprometido con la preservación de la paz, la estabilidad y la seguridad en Nicaragua, haciendo sus mejores esfuerzos y desarrollando sus políticas para garantizar prosperidad para tod@s los nicaragüenses, con inclusión y sin distinciones.
15. Que la Justicia, la Paz, la Cooperación, la Estabilidad, el respeto mutuo entre Estados, Pueblos y Gobiernos, la no injerencia en los asuntos internos, respetando el Derecho Internacional, sea la ruta y comportamiento de nuestro Movimiento de Países No Alineados, en un Nuevo Orden Internacional, Multipolar, en convivencia pacífica, progreso y Desarrollo Inclusivo y Sostenible.
16. Estimados Compañeros, Hermanos del MNOAL. El Gobierno de Nicaragua comparte con Ustedes que el 27 de junio de 1986 la Corte Internacional de Justicia emitió sentencia condenando a los Estados Unidos de Norteamérica a indemnizar a Nicaragua por todos los daños ocasionados como consecuencia de las actividades militares y paramilitares en contra de Nicaragua en la década de los ochenta. A pesar que la Corte reconoció que en una situación de agresiones armadas como la ejecutada por los Estados Unidos, ningún tipo de reparación -ni económica ni moral- podía compensar la devastación del País, las pérdidas de vidas humanas y las heridas físicas y psicológicas del pueblo nicaragüense, la Corte decidió que los Estados Unidos tenían la obligación legal de reparar económicamente a Nicaragua por todos los daños causados.
17. El Compañero Presidente Comandante Daniel Ortega Saavedra comparte con Ustedes la Carta enviada al Secretario General de la ONU recordando que existe una deuda histórica con el pueblo nicaragüense que 37 años después no ha sido saldada por los Estados Unidos. Es una obligación claramente establecida en una sentencia firme de la máxima autoridad judicial internacional, la Corte Internacional de Justicia.
18. La compensación debida a Nicaragua por más de 17 mil millones de dólares continúa sin ser saldada por Estados Unidos. Nicaragua en ningún momento renunció al pago de la deuda, es decir al derecho a recibir su compensación. En vez de recibir la compensación tal como corresponde moral y legalmente, Nicaragua continúa siendo objeto de una nueva modalidad de agresiones, con las ahora llamadas eufemísticamente sanciones, y un intento de golpe de estado en 2018, que el Gobierno y el pueblo de Nicaragua lograron neutralizar.
19. El Gobierno y el pueblo de Nicaragua continúan exigiendo el complimiento de dicha sentencia y así lo expresó el Compañero Presidente Comandante Daniel Ortega Saavedra en Carta enviada a la ONU el 27 de junio de 2023 al Secretario General António Guterres, expresando la posición oficial de Nicaragua y solicitando circularla a todos los Estados miembros de la ONU.
20. Nicaragua retoma esta oportunidad para recordar que las sentencias de laCorte Internacional de Justicia son definitivas y de ineludible cumplimiento, y por lo tanto los Estados Unidos tienen la obligación legal de cumplir con las reparaciones mandadas por la sentencia del 27 de junio de 1986.
21. Señor Presidente, solicitamos el apoyo y la solidaridad del MNOAL para respaldar a Nicaragua, incluyendo en la sección de América Latina y El Caribe en el Documento final de nuestra reunión, el siguiente párrafo:
“Los Ministros de Relaciones Exteriores, recordando el apoyo expresado por la Octava Cumbre de nuestro Movimiento (MNOAL) en su párrafo 229 en Harare-Zimbabue 1986, a la histórica sentencia del 27 de Junio de 1986, del caso de Nicaragua versus los Estados Unidos de América, respaldan la solicitud de Nicaragua de cumplir con el fallo judicial emitido por la Corte Internacional de Justicia, para indemnizar a Nicaragua”.

MESSAGE FROM THE GOVERNMENT OF RECONCILIATION AND NATIONAL UNITY AT THE NAM MINISTERIAL MEETING
UNDER THE THEME: NAM UNITED AND FIRM IN THE FACE OF THE NEW CHALLENGES.

• Ladies and Gentlemen Ministers, of the countries that make up the Non-Aligned Movement.
• Observers, special guests and members of the press who accompany us.
1. The delegation of the Republic of Nicaragua conveys fraternal and solidarity greetings from our President, Comandante Daniel Ortega Saavedra and our Vice President, Comrade Rosario Murillo, to the participating delegations.
2. The theme that brings us together in this Ministerial meeting: “NAM: United and firm in the face of new challenges”, genuinely represents the need for our Movement to take action in the face of the challenges that the International Community faces due to the threats from certain countries, to continue acting with imperial ambitions, constantly superimposing their hegemonic interests above the priorities of the Peoples of the World, mainly those of our developing countries.
3. Investments in wars, waste of weapons resources, military alliances, blockades, sanctions and defamatory campaigns are just some of the challenges that our Movement must fight, which are contrary to International Law and the Charter of the United Nations, and threaten also against world peace.
4. Our World, however, is rapidly moving towards a Multipolar World Order, with the rise of new intercontinental regional players and greater cooperation among developing countries.
5. This Multipolarity is based on the principles of mutual respect, non-discrimination, sovereign equality between States, regardless of geographic or population size, military or economic power; and also based on universal values such as Peace, Development, Equity, Justice, Democracy and Freedom, always prioritizing negotiation, harmony, mutually beneficial cooperation and the peaceful solution of disputes.
6. Our Movement complements the progress towards this new Multipolar World Order, proven by the progressive biased politicization of the United Nations System, with the imposition of agendas and double standards, turning this Institution into an extension of the meddling and interventionist foreign policy of the imperial and neocolonial powers.
7. It is in view of this situation, that the countries of the Non-Aligned Movement must unite international efforts to adhere to the Bandung principles, promoting measures and actions respecting the Charter of the United Nations, defending Peace, the inviolability of the sovereignty of States, the inalienable right of peoples to their self-determination, non-interference, justice and Solidarity among Human Beings.
8. It is urgent that our Movement continue proposing a global consensus based on Multilateralism, Cooperation and Solidarity, which allows our countries to successfully implement the 2030 Agenda and the Sustainable Development Goals, eradicate poverty, inequality, reduce hunger, the lack of health and education, as well as urgently comply with the commitments of the Paris Agreement, especially limiting the increase in global temperature to 1.5°C. and supporting actions for adaptation, mitigation, Climate Justice and a compensation mechanism for Losses and Damages in developing countries.
9. Nicaragua continues to advocate for the strengthening of multilateralism and for the peaceful settlement of disputes.
10. We reiterate, before the international community, the importance of continuing to move towards total and complete disarmament, whose top priority continues to be the elimination of nuclear weapons.
11. Nicaragua rejects and condemns the illegal, criminal and arbitrary Unilateral Coercive Measures against Peoples and Governments that exercise their Right to National Sovereignty, Independence and Self-determination, affecting the economy, stability, peace and the development of families, peoples and nations.
12. Our Solidarity Embrace with the Heroic Cuba, with the Historical and Noble Struggles of the Palestinian People; the Continuous and Great Struggle against Fascism and for Security, Integrity and Peace, which will continue, we do not doubt it, reaping Victories.
13. Humanity is creating the conditions to break with the imperial hegemony, which for so long has subjected the planet and the majority of the human population to war, environmental collapse, destruction, instability, poverty and hunger.
14. The Government of Reconciliation and National Unity of the Republic of Nicaragua, under the Light and Guide of our President, Comandante Daniel Ortega Saavedra and our Vice President, Comrade Rosario Murillo, remains firm and committed to the preservation of peace, stability and security in Nicaragua, by making its best efforts and developing its policies to guarantee prosperity for all Nicaraguans, with inclusion and without distinction.
15. May Justice, Peace, Cooperation, Stability, mutual respect between States, Peoples and Governments, non-interference in internal affairs, respecting International Law, be the route and behavior of our Movement of Non-Aligned Countries, in a New International, Multipolar Order, in peaceful coexistence, progress and Inclusive and Sustainable Development.
16. Dear Comrades, NAM Sisters and Brothers. The Government of Nicaragua shares with you that on June 27, 1986, the International Court of Justice issued a judgment ordering the United States of America to indemnify Nicaragua for all damages caused as a result of military and paramilitary activities against Nicaragua during the eighties. Despite the fact that the Court recognized that in a situation of armed aggressions such as the one carried out by the United States, no type of reparation -neither economic nor moral- could compensate for the devastation of the Country, the loss of human lives and the physical and psychological injuries of the Nicaraguan people, the Court decided that the United States had the legal obligation to financially compensate Nicaragua for all the damages caused.
17. Comrade President Comandante Daniel Ortega Saavedra shares with you the Letter sent to the UN Secretary General, recalling that there is a historical debt with the Nicaraguan people that 37 years later has not been paid by the United States. It is an obligation clearly established in a final judgment of the highest international judicial authority, the International Court of Justice.
18. The compensation owed to Nicaragua for more than 17 billion dollars continues without being paid by the United States. Nicaragua at no time renounced the payment of the debt, that is, the right to receive compensation. Instead of receiving compensation as it morally and legally corresponds, Nicaragua continues to be the object of a new type of aggression, with the now euphemistically called sanctions, and an attempted coup in 2018, which the Government and people of Nicaragua neutralized.
19. The Government and the people of Nicaragua continue to demand compliance with said sentence and this was expressed by Comrade President Comandante Daniel Ortega Saavedra in a letter sent on June 27, 2023 to the UN Secretary General António Guterres, expressing the official position of Nicaragua and requesting to circulate it to all UN member states.
20. Nicaragua avails itself of this opportunity to recall that the judgments of the International Court of Justice are final and of inescapable compliance, and therefore the United States has the legal obligation to comply with the reparations ordered by the judgment of June 27, 1986.
21. Mr. President, we request the commitment and solidarity of the NAM to support Nicaragua, including in the section on Latin America and the Caribbean in the Final Document of our meeting, the following paragraph:
“The Ministers of Foreign Affairs, recalling the support expressed by the Eighth Summit of our Movement (NAM) in its paragraph 229 in Harare-Zimbabwe 1986, for the historic judgment of June 27, 1986, in the case of Nicaragua versus the United States of America, support Nicaragua’s request to comply with the judicial ruling issued by the International Court of Justice, to compensate Nicaragua”.
