Nicaragua denuncia invasión marítima de El Salvador con militares armados
El Gobierno de Reconciliación y Unidad Nacional hace del conocimiento del Pueblo de Nicaragua y de la Comunidad Internacional que desde el día sábado 5 de Febrero hasta el momento de la emisión de esta nota, el Gobierno de la República de El Salvador ha enviado buques militares artillados a los espacios marítimos de Nicaragua en el Océano Pacífico.
Los buques militares salvadoreños han incursionado a menos de 30 millas de distancia de nuestras costas y permanecen en dicho sitio reclamando Soberanía sobre dichos espacios marítimos. Nicaragua desea enfatizar que estos espacios siempre han estado bajo Soberanía Indiscutible de Nicaragua y que El Salvador nunca antes ha pretendido ni reclamado Soberanía en los mismos.
Previo a las acciones hostiles que están siendo ejecutadas por parte de El Salvador, no existía ni existe documento alguno en que El Salvador haya reclamado Soberanía sobre esos espacios ni registro alguno de que haya incursionado en esa zona tal como lo está haciendo actualmente.
Históricamente, la posición de El Salvador siempre ha sido y continúa siendo que la República de Honduras no tiene derecho en la boca del Golfo de Fonseca y por ende tampoco en las aguas afuera del mismo en el Océano Pacífico.
Precisamente por esa posición intransigente de El Salvador con la hermana República de Honduras es que Nicaragua suscribió a nivel bilateral el llamado “Tratado de Límites entre la República de Nicaragua y la República de Honduras en el Mar Caribe y Aguas fuera del Golfo de Fonseca” el 27 de octubre de 2021.
El Gobierno de Nicaragua en su momento explicó que con la firma de este Tratado Nicaragua puso lo necesario de su parte para que el hermano Pueblo hondureño obtuviera su merecido derecho a una parte de esas aguas; un derecho que ya la misma Corte Internacional de Justicia le había reconocido y que El Salvador hasta el día de hoy se niega a reconocerle.
En ese Tratado se hizo un llamado “a la hermana República de El Salvador a continuar con los esfuerzos de mantener los espacios marítimos en el Golfo de Fonseca y en el Océano Pacífico, como zonas de paz, desarrollo sostenible y seguridad, así como ampliar los lazos de cooperación”, y así lo han venido reafirmando las autoridades de Nicaragua en varias ocasiones después de la firma de dicho instrumento.
Esta invasión de El Salvador en los espacios marítimos de Nicaragua a menos de 30 millas de nuestra costa continental no se debe a ninguna disputa territorial con Nicaragua en una zona que nunca antes ha reclamado, sino que es un gesto de rechazo a la invitación del Tratado para mantener esos espacios como Zonas de Paz.
Con estas acciones, lo que El Salvador verdaderamente pretende es ponerle fin violentamente al Tratado de Límites entre Nicaragua y Honduras.
Nicaragua es respetuosa del Derecho Internacional y así lo ha demostrado históricamente acatando las resoluciones de la Corte Internacional de Justicia sobre varios asuntos, especialmente aquellos relativos a la definición de sus espacios limítrofes tanto en el Mar Caribe como en el Océano Pacifico. De tal forma, que las acciones tomadas por Nicaragua siempre son y han sido en territorio propio y en resguardo de su soberanía e integridad territorial. La Fuerza Naval del Ejército de Nicaragua se encuentra manejando la situación con firmeza y prudencia, y en fiel cumplimiento a las normas internacionales.

The Government of Reconciliation and National Unity informs the People of Nicaragua and the International Community that from Saturday, 5th February, until the time of issuance of this note, the Government of the Republic of El Salvador has sent armed military ships to the maritime spaces of Nicaragua in the Pacific Ocean.
Salvadoran military ships have entered less than 30 miles away from our coasts and remain in that place claiming Sovereignty over said maritime spaces. Nicaragua wishes to emphasize that these spaces have always been under the Unquestionable Sovereignty of Nicaragua and that El Salvador has never before attempted or claimed Sovereignty over them.
Prior to the hostile actions that are being carried out by El Salvador, there was no document in which El Salvador claimed Sovereignty over those spaces, nor any record that it has entered that area as it is currently doing.
Historically, El Salvador’s position has always been and continues to be that the Republic of Honduras has no rights in the mouth of the Gulf of Fonseca and therefore in the waters outside of it, in the Pacific Ocean.
Precisely because of this intransigent attitude of El Salvador with the sister Republic of Honduras, Nicaragua signed the “Boundary Treaty between the Republic of Nicaragua and the Republic of Honduras in the Caribbean Sea and Waters outside of the Gulf of Fonseca” at a bilateral level, on 27th October, 2021.
The Government of Nicaragua at the time explained that with the signing of this Treaty, Nicaragua would do what was necessary on its part, so that the brotherly Honduran people may obtain their well-deserved right to a part of those waters; a right that the International Court of Justice itself had already recognized and that El Salvador, to this day, refuses to recognize.
In that Treaty, a call was made “to the sister Republic of El Salvador to continue with the efforts to maintain the maritime spaces in the Gulf of Fonseca and in the Pacific Ocean, as zones of peace, sustainable development and security, as well as to expand the bonds of cooperation”, and this has been reaffirmed by the Nicaraguan authorities on several occasions, after the signing of said treaty.
This invasion of El Salvador in the maritime spaces of Nicaragua less than 30 miles from our continental coast is not due to any territorial dispute with Nicaragua in an area that it has never claimed before, but rather is a gesture of rejection of the invitation of the Treaty to maintain these spaces as Zones of Peace.
With these actions, what El Salvador really intends to do is to violently put an end to the Boundary Treaty between Nicaragua and Honduras.
Nicaragua is respectful of International Law and has historically demonstrated this by abiding by the resolutions of the International Court of Justice on various matters, especially those related to the delimitation of its border spaces in both the Caribbean Sea and the Pacific Ocean. In this manner, the actions taken by Nicaragua have alwaysbeen in its own territory and in safeguard of its sovereignty and territorial integrity.
The Naval Forces of the Army of Nicaragua is handling the situation with firmness and prudence, and in faithful compliance with international standards.
