Reciban un fraterno saludo del Pueblo y Gobierno de Nicaragua.
Hace veinte años, un 5 de Febrero de 2002 se realizó la Primera Reunión de Jefes de Estado y de Gobierno de nuestras dos regiones SICA y CARICOM, animados por llevar adelante esfuerzos conjuntos, ante intereses comunes que nos permitieran enfrentar la pobreza y avanzar en el mejoramiento de la calidad de vida de nuestros Pueblos.
Estos años, valiosos, nos han permitido compartir experiencias, conocimientos, trabajo, dándonos la oportunidad de avanzar en la restitución de derechos, atendiendo las prioridades de nuestras Regiones, en Salud, Educación, Seguridad y fortalecimiento de nuestras capacidades de respuestas frente a los desastres naturales.
Los retos y desafíos a los que nos enfrentamos como Comunidades y Regiones, que estamos acá representados, pasan por un espíritu y una profunda voluntad integracionista.
Hermanos, Nicaragua ha mantenido a través de su historia una inquebrantable vocación integracionista, en numerosas ocasiones hemos defendido firmemente la Unidad de nuestros Pueblos Centroamericanos, Caribeños y Latino-americanos. Aspiramos a la Unidad de los Pueblos de América Latina y el Caribe, inspirados en los Ideales de Bolívar, Sandino y Próceres Integracionistas de nuestra Región.
Con este compromiso, mantenemos firme nuestro deseo de continuar trabajando por la Integración entre ambas Regiones, fortalecer las Alianzas Políticas, Económicas y de Cooperación entre los Países Miembros del Sistema de la Integración Centroamericana y la Comunidad del Caribe, atendiendo las prioridades de nuestros Pueblos.
Hermanos, nuestra Constitución nicaragüense privilegia la Integración Centroamericana, y en esa línea hemos avanzado en el SICA; no obstante, el Sistema de la Integración Centroamericana, actualmente, se encuentra en un impase institucional, ya que el Órgano de la Secretaría General, debe contar con un Secretario General, que de acuerdo a sus funciones, es el Representante Legal del Sistema, y debe dentro de otras funciones dar seguimiento a las decisiones de los Presidentes; así lo señala el Protocolo de Tegucigalpa. Nuestro Sistema se encuentra en un estado de ilegalidad.
El Secretario General no ha sido nombrado, no se ha cumplido con los instrumentos institucionales del SICA, ni con las decisiones de los Presidentes acordadas en 2017 y 2021 -nombrar al Secretario General- cargo que en derecho le corresponde ejercer a Nicaragua. Esperamos pronto esto sea resuelto y podamos avanzar con los compromisos internacionales que hemos adquirido como Región.
Hoy, nos encontramos en un contexto global que amerita nuestras reflexiones, en ese sentido, desarrollar acciones coordinadas para enfrentar la situación económica global en las áreas sensibles de nuestras economías.
El COVID-19 ha impactado en todos los ámbitos de la Vida, generando desafíos para nuestros Sistemas Socio-Económicos, y afectando los Planes de Desarrollo Humano. Solamente mediante la Unidad de Nuestros Pueblos y Gobiernos lograremos avanzar en la mitigación de los daños ocasionados.
Debemos continuar demandando el Derecho de nuestros Pueblos al acceso oportuno y equitativo de la vacuna contra el COVID-19, reiterar a los Países Desarrollados el llamamiento de evitar el acaparamiento de las vacunas, las que deben ser consideradas como un Bien Público de la Humanidad.
La contracción económica del COVID-19 que se considera una de las mayores generadas por la Humanidad, nos urge adoptar medidas como Región para la recuperación Económica Sostenible, al desarrollo de la Agricultura, la Pesca, el fomento del Comercio, la Inversión, el Turismo, actividades que deben tener como finalidad la erradicación de la Pobreza y el Hambre.
Continuar haciendo los esfuerzos de Cooperación en el ámbito de la Seguridad, particularmente, contra el crimen trasnacional organizado y el narcotráfico, que tanto daño causa a nuestras Familias, Pueblos y Economías. Reconocemos la importancia de avanzar en un Plan de Acción en esta materia.
Ante los embates de la Naturaleza, debemos de continuar por el camino de la prevención, promoviendo acciones conjuntas, intercambio de Información en forma sistemática y de Cooperación.
Ante el Cambio Climático es relevante la Cooperación a través de los centros regionales especializados de nuestras dos Regiones, intercambio de información y buenas prácticas. En tal sentido, debemos notar que ambas Regiones se encuentran en una de las zonas más vulnerables a Nivel Mundial, por tanto son necesarias todas aquellas medidas de adaptación y mitigación que protejan nuestras Economías y sus Ecosistemas. Debemos tomar en cuenta los resultados de la Vigésimo Sexta Conferencia sobre Cambio Climático (COP26), celebrada en Glasgow, Reino Unido.
Destacamos la trascendencia que tiene la Restitución en los Derechos de la Educación, a través de la promoción y mejorar la Educación Integral, la permanencia en el Sistema Educativo, el Aprendizaje Digital, la Equidad y la Inclusión Social de la Niñez, las Mujeres y la Juventud.
El intercambio de conocimientos entre los Centros de Educación Superior y el fomento de Programas de Intercambio para la formación del Recurso Humano, contribuirá al desarrollo de nuestros Pueblos. Asimismo, el desarrollo de las Tecnologías de la Información y las Comunicaciones, sirva para promover el Desarrollo Económico, Social y Cultural de los Países del SICA y el CARICOM.
Otro aspecto, es el fortalecimiento del intercambio cultural entre los Pueblos de ambas Regiones. Asimismo, apoyamos la implementación de la Declaración Internacional de la Década de los Afrodescendientes, adoptada en la ONU en el año 2013, su acceso integral a los servicios educativos, laborales, económicos, sanitarios y políticos de nuestros Países.
Hermanos del SICA-CARICOM,
Hemos leído con detenimiento la propuesta de Plan de Acción, una herramienta de mucho valor, donde se abarcan los aspectos medulares que caracterizan los retos y desafíos de nuestra gran Región (SICA-CARICOM) y que podremos alcanzar solo con el esfuerzo mutuo y acciones conjuntas.
Estamos conscientes que este Plan de Acción requiere de seguimiento; en el caso del SICA, conforme al Protocolo de Tegucigalpa, esta es una atribución del Secretario General, esperamos que en el corto plazo esto sea atendido y nos permita implementar este Plan de Acción en beneficio de nuestros Pueblos.
A pocos días de celebrar el Día Internacional de la Mujer, Nicaragua reitera nuestro Compromiso Constitucional de Equidad de Género, asegurando el merecido y destacado Protagonismo de las Mujeres nicaragüenses en todos los Espacios de Participación y Poder.
Igualmente, nuestra Nicaragua Bendita y Siempre Libre, reitera aquí el Compromiso con las Juventudes, en cumplimiento de todos sus Derechos, Aspiraciones y Sueños… Juventud, Adolescencia, Niñez… Adult@s Mayores… Seres Humanos, como somos tod@s, que vivimos con Esperanza, promoviendo un País y un Mundo en Seguridad, Trabajo y Paz.
Sabemos que tod@s l@s Ciudadan@s, las Familias, los Pueblos, de un País, de nuestra Nicaragua y de nuestra Región, merecemos recorrer Sendas de Reconocimiento de nuestras Capacidades y Derechos, porque queremos un Mundo y una Región, un País, Justo, Fraternal, Solidario y Complementario.
Finalmente, reiteramos una vez más que Nicaragua tiene un profundo compromiso con este proceso de integración.

STATEMENT AT THE MEETING OF HEADS OF STATE AND GOVERNMENT OF THE CENTRAL AMERICAN INTEGRATION SYSTEM AND THE CARIBBEAN COMMUNITY (SICA-CARICOM)

Sisters and Brothers Heads of State and Government and Representatives of the countries of our SICA and CARICOM communities.
Sisters and Brothers All,
Receive a fraternal greeting from the People and Government of Nicaragua.
Twenty years ago, on 5th February, 2002, the First Meeting of Heads of State and Government of our two regions, SICA and CARICOM was held, encouraged to carry out joint efforts, in the face of common interests that would allow us to address poverty and advance in the improvement of the quality of life of our Peoples.
These valuable years have allowed us to share experiences, knowledge and efforts, giving us the opportunity to advance in the restitution of rights, attending the priorities of our regions in health, education and security and strengthening our respective capacities to respond to natural disasters.
The challenges that we face as communities and regions, here represented, pass through a spirit and a deep desire for integration.
Sisters and Brothers, throughout our history, Nicaragua has maintained an unwavering vocation for integration. On numerous occasions we have firmly defended the unity of our Central American, Caribbean and Latin American Peoples. We aspire to the unity of the Peoples of Latin America and the Caribbean, inspired by the ideals of Bolívar, Sandino and the integrationist heroes of our region.
With this commitment, we firmly maintain our desire to continue working toward the integration of both of our regions; strengthening political, economic and cooperation alliances between the Member Countries of the Central American Integration System and the Caribbean Community, attending to the priorities of our Peoples.
Sisters and Brothers, our Nicaraguan Constitution privileges Central American Integration, and we have made progress in SICA along these lines; however, the Central American Integration System is currently at an institutional impasse, since the Organ of the General Secretariat must have a Secretary General, who, according to his functions, is the Legal Representative of the System, and must, among other duties, follow up on the decisions of the Presidents; this is stated in the Tegucigalpa Protocol. Our System is in a state of illegality.
The Secretary General has not been appointed, the institutional instruments of SICA have not been complied with nor have the decisions of the Presidents that agreed in 2017 and 2021 – to appoint the Secretary General – a position that by law corresponds to Nicaragua. We hope this will be resolved soon and we can move forward with the international commitments that we have acquired as a region.
Today, we find ourselves in a global context that merits our reflections. In this sense, coordinated actions must be carried out to face the global economic situation, in the sensitive areas of our economies.
COVID-19 has impacted all areas of life, generating challenges for our socio-economic systems, and affecting Human Development Plans. Only through the Unity of Our Peoples and Governments, will we be able to make progress in mitigating the damage caused.
We must continue to demand the right of our peoples to timely and equitable access to the vaccine against COVID-19, reiterating to the Developed Countries the call to avoid the hoarding of vaccines, which must be considered a Public Good of Humanity.
The economic contraction caused by COVID-19, which is considered to be one of the severest generated by humanity, urges us to adopt measures as a region for Sustainable Economic recovery, the development of Agriculture, Fisheries, the promotion of trade, investment and tourism, activities that must have as their purpose, the eradication of Poverty and Hunger.
Continued cooperation efforts must be made in the field of security, particularly against transnational organized crime and drug trafficking, which causes so much damage to our Families, Peoples and Economies. We recognize the importance of moving forward with a plan of action on this matter.
Faced with the onslaught of nature, we must continue along the path of prevention, promoting joint actions, the systematic exchanging of information and cooperation.
In the face of climate change, cooperation through the specialized regional centers of both of our regions, the sharing of information and best practices, is most relevant. In this sense, we must note that both of our regions are in one of the most vulnerable areas worldwide; therefore, all the adaptation and mitigation measures to protect our economies and ecosystems are necessary. We must also take into account the results of the Twenty-sixth Conference on Climate Change (COP26), held in Glasgow, United Kingdom.
We highlight the importance of the restitution of the right to education, through the promotion and improvement of comprehensive education, retention within the educational system, digital learning, equity and social inclusion of children, women and youth.
The exchange of knowledge between Higher Education Centers and the promotion of exchange programs for the training of human resources, will contribute to the development of our peoples. Likewise, the development of Information and Communication Technologies will serve to promote the economic, social and cultural development of the SICA and CARICOM countries.
Another aspect is the strengthening of cultural exchanges between the Peoples of both regions. In the same manner, we support the implementation of the International Declaration of the Decade for People of African Descent, adopted at the UN in 2013, with an aim to ensure comprehensive access to education and work, as well as access to economic, health and political services in our countries.
Sisters and Brothers of SICA-CARICOM,
We have carefully read the proposed Plan of Action, which is a very valuable tool that covers the core aspects that characterize the challenges of our great region (SICA-CARICOM) and that we can address, only through our mutual efforts and joint actions.
We are aware that this Plan of Action requires follow-up. In the case of SICA, in accordance with the Tegucigalpa Protocol, this is an attribution of the Secretary General; we hope that in the short term, this will be addressed and allow us to implement the Plan of Action for the benefit of our Peoples.
A few days before celebrating International Women’s Day, Nicaragua reiterates our Constitutional Commitment to Gender Equity, ensuring the well-deserved and prominent role of Nicaraguan women in all Spaces of Participation and Power.
Similarly, our Blessed and Always Free Nicaragua, reiterates here, our Commitment toward Youth, in compliance with all their Rights, Aspirations and Dreams… Youth, Adolescents, Children… the Elderly… Human Beings, as we all are, who live with Hope, promoting a Country and a World with Security, Work and Peace.
We know that all the Citizens, the Families, the Peoples of a Country, of our Nicaragua and of our Region, deserve to travel upon Paths of Recognition of our Capacities and Rights; because we want a Fair, Fraternal, Supportive and Complementary World, Region and Country.
In closing, we reiterate once again, that Nicaragua has a deep commitment toward this integration process.
