Buenas tardes, estimados Compañeros y Compañeras. Queremos dar las gracias a nuestros Hermanos de la Federación de Rusia, General Nikolay Patrushev, quien ha venido a Nicaragua con esta importante Delegación a sostener Reuniones de Trabajo en materia de Seguridad, y que concluye con esta Reunión con nuestra Jefatura Suprema, nuestro Presidente el Comandante Daniel Ortega y nuestra Vicepresidenta la Compañera Rosario Murillo.
Vamos a hacer una presentación de la Delegación rusa, dando la bienvenida al General Nikolay Patrushev, Secretario del Consejo de Seguridad de la Federación de Rusia; a nuestro Hermano, Compañero, Alexander Khokholikov, Embajador de la Federación de Rusia; al Compañero Alexander Venediktov, Secretario Adjunto del Consejo de Seguridad de la Federación de Rusia; al Compañero Sergey Beseda, Jefe Adjunto del Servicio Federal de Seguridad de Rusia; al Compañero Nail Mukhitov, Asesor del Secretario del Consejo de Seguridad; al Compañero Konstantin Manasenko, Referente de la Oficina del Consejo de Seguridad de la Federación de Rusia, y a la Compañera Ksenia Kardash, Traductora del Ministerio de Asuntos Exteriores de la Federación de Rusia.
Por Nicaragua participan en esta importante Reunión, el Presidente de la República de Nicaragua, Comandante Daniel Ortega Saavedra; la Compañera Vicepresidenta Rosario Murillo; nuestro General Julio César Avilés, Jefe del Ejército de Nicaragua; el General Rodríguez, Jefe del Estado Mayor del Ejército de Nicaragua; el General Corrales, Inspector General del Ejército de Nicaragua; el Primer Comisionado Francisco Díaz, Director General de la Policía Nacional; el Comisionado General Horacio Rocha, Asesor del Presidente para Asuntos de Seguridad; el Comisionado General Zhukov Serrano, Subdirector de la Policía Nacional.
La Compañera María Amelia Coronel, Ministra del Interior de la República de Nicaragua; Comisionado General Luis Cañas, Viceministro del Interior de la República de Nicaragua; la Compañera Wendy Morales, Procuradora General de la República; la Compañera Nahima Díaz, Directora del Instituto de Telecomunicaciones de Nicaragua; y Laureano Ortega Murillo, Asesor del Presidente para la Cooperación Internacional y la Promoción de las Inversión, y Representante ante Rusia.
Queremos agradecer al General Patrushev, quien ha venido a Nicaragua a llevar a cabo una Reunión con 5 Países que han conformado este Equipo de Trabajo para intercambiar y cooperar en materia de Seguridad.
Hemos contado con la participación de Delegaciones de la República de Cuba, de la República Bolivariana de Venezuela y del Estado Plurinacional de Bolivia, así como de Nicaragua y de Rusia. Al mismo tiempo, se han llevado a cabo Encuentros Bilaterales entre las Delegaciones con la Federación de Rusia.
Como parte de los trabajos hemos logrado la firma de importantes Documentos entre Nicaragua y Rusia.
Se ha firmado el Protocolo de Cooperación de la Policía Nacional de la República de Nicaragua y del Ministerio del Interior de la Federación de Rusia para los años 2024-2026.
Se ha firmado el Acuerdo entre el Gobierno de la República de Nicaragua, nuestra Policía Nacional, y el Gobierno de la Federación de Rusia, Ministerio del Interior, sobre la cooperación en el ámbito de recapacitación y superación profesional del Personal en la esfera de la actividad policial.
Y se ha firmado el Memorándum de Entendimiento entre el Ministerio del Interior de la República de Nicaragua y el Ministerio de Justicia de la Federación de Rusia sobre cooperación en el campo de la regulación legal de las actividades de las Organizaciones sin fines de lucro.
Se han llevado a cabo Reuniones Bilaterales con el Servicio de Inteligencia de Rusia, el Ministerio del Interior, el Servicio Federal de Supervisión Financiera, el Ministerio de Justicia de Rusia, y el Ministerio de Situaciones de Emergencia, con sus contrapartes nicaragüenses: el Ejército de Nicaragua, la Policía Nacional, el Ministerio del Interior, la Procuraduría General de la República, la Unidad de Análisis Financiero, y el Sistema Nacional para la Prevención, Mitigación y Atención de Desastres.
Y por iniciativa del General Patrushev, lo cual agradecemos, ha venido también como parte de la Delegación un Equipo Económico y Comercial de la Federación de Rusia.
Por Rusia han participado en estas Reuniones los Representantes del Ministerio de Finanzas, del Ministerio de Desarrollo Económico, Ministerio de Industria y Comercio, Ministerio de Energía, y el Banco de Rusia. Y por Nicaragua han participado Representantes del Banco Central de Nicaragua, del Ministerio de Hacienda y Crédito Público, del Ministerio de Industria y Comercio, del Ministerio de Energía, de nuestro Ministerio de Salud, del Instituto Nicaragüense de Seguridad Social, y la Asesoría Presidencial para las Inversiones, Comercio y Cooperación Internacional.
De manera que nosotros agradecemos esta gestión de nuestro Hermano, el General Patrushev, que nos ha permitido desarrollar Encuentro Multilaterales y Bilaterales integrales.
Con esto damos por concluido este breve Informe y damos la palabra a nuestro estimado Hermano, Amigo y Camarada, Nikolay Patrushev.

Gracias por la palabra concedida. Estimado Compañero Comandante, estimada Compañera Rosario, sobre todo quisiera agradecerles la cálida acogida en la Tierra nicaragüense.
Quisiera dar gracias a todo el Pueblo nicaragüense, pero las gracias especiales al Señor Laureano, por sus esfuerzos para organizar, tanto los Encuentros Bilaterales, como las Reuniones Multilaterales.
Señor Presidente, Señora Vicepresidenta, quisiera transmitirles los mejores deseos por parte del Presidente de la Federación de Rusia, Vladimir Putin. Él presta mucha atención al desarrollo de nuestras relaciones.
Su invitación y la celebración de estas Reuniones otorgarán un impulso adicional, al fortalecimiento e intensificación de relaciones entre nuestros Países.
El Señor Laureano acaba de mencionar a los Representantes de las Instituciones que tomaron parte en estas Reuniones. Ellos trabajaron muy bien y fructíferamente según sus estimaciones, y yo espero que podremos tener resultados no solo en los ámbitos de Seguridad, Defensa, la Cooperación Técnico Militar, sino también en el campo económico-social.
Al mismo tiempo, se celebró la Reunión entre 5 Partes que también fue muy fructífera, se celebró por segunda vez y todos expresaron la opinión de que esta Reunión tuvo mucho éxito.
Nosotros continuaremos el trabajo en este formato, pero también vamos a desarrollar nuestro trabajo en otros formatos. Por ejemplo, del 23 al 25 de Abril en San Petersburgo se celebrará la Reunión de los Altos Representantes para los Asuntos de Seguridad.
La primera Reunión de este tipo la celebramos el año pasado en la Región de Moscú, y en aquel entonces participaron 101 Países; espero que esta vez logremos reunir a más participantes interesados en cooperar.
Durante las Reuniones cada parte expresó el interés por el desarrollo de cooperación en el ámbito de la Seguridad de la Información, y este tema será uno de los temas principales que abordaremos en San Petersburgo en Abril.
También nuestras contrapartes expresaron el interés de abordar el tema de los valores tradicionales, y este asunto también será abordado en el marco de la Reunión de Abril.
Van a participar en este acontecimiento muchas Empresas, muchas Instituciones, sobre todo en el ámbito de Seguridad, ámbito de la Defensa, se harán diferentes Presentaciones. También vamos a mostrar a nuestros invitados los lugares de interés de San Petersburgo, y espero que el trabajo sea muy fructífero.
Este año su País celebra el 45 Aniversario de la Revolución Popular Sandinista y Usted, Señor Comandante, fue uno de los Líderes, y le felicitamos por eso. Pero para que nuestros Pueblos vivan en Seguridad, para que se preserve la Soberanía, la Independencia, hay que prestar mucha atención, de manera permanente, a estos asuntos.
Nuestros Amigos nicaragüenses nos informaron, una vez más, sobre los acontecimientos que tuvieron lugar en 2018, y estos actos no deben repetirse.
Hoy visitamos el Centro de Capacitación del Ministerio del Interior ruso y creo que es muy útil, no sólo para Nicaragua, sino para otros Países de América Latina y para nuestro País también.
Una cuestión importante más que abordaremos, es la Seguridad Biológica.
También sabemos que en Nicaragua funciona la Empresa conjunta MECHNIKOV donde actúa la Agencia Federal Médico Biológica de Rusia, y el funcionamiento de este Centro es muy eficaz.
También no está lejos la creación de un Centro de la Medicina Nuclear, bajo la dirección de la Empresa ROSATOM, y considero que esto también sería muy eficaz.
Es muy importante destacar que se mantuvieron las Reuniones no solo entre las Delegaciones que representan a las Instituciones de Fuerzas, sino también los Representantes del bloque económico. Ellos tuvieron Reuniones muy fructíferas y esperamos que pronto se puedan poner en práctica todos los Acuerdos alcanzados.
No podemos disminuir el ritmo del desarrollo de nuestras relaciones. Hasta donde yo sé, este año celebramos 80 años desde el establecimiento de las relaciones diplomáticas entre nuestros Países.
Por eso, Compañero Presidente, Compañera Vicepresidenta, les agradezco la hospitalidad, la cálida acogida, el trabajo realizado; espero que podamos seguir trabajando, cooperando, sobre la base regular, tanto en el formato bilateral como en el formato multilateral. Y también acaba de mencionar nuestra Cooperación en la ONU, donde nos apoyamos mutuamente. Gracias.

Querido Compañero Nikolay Patrushev, Secretario del Consejo de Seguridad de la Federación de Rusia; Queridos Hermanos de la Delegación del Gobierno de Rusia que preside el Presidente Putin, a quien le enviamos nuestros saludos, dígale que siempre recordamos su visita a Nicaragua, una visita histórica. Saludamos a la Delegación de Rusia, al Pueblo Ruso, en nombre del Pueblo nicaragüense, que sigue luchando por la Paz.
Esta Reunión en donde el Compañero Patrushev ya nos ha puesto al tanto de los detalles de los temas que fueron abordados, es una Reunión para el Desarrollo, para el combate a la Pobreza, para la Seguridad de nuestros Pueblos. ¡Es una Reunión para la Paz!
No podemos ignorar los crímenes que se están cometiendo en estos momentos en el Mundo. Son crímenes cometidos por Estados, por Gobiernos que se han caracterizado por agredir, invadir, lanzar incluso bombas atómicas sobre Ciudades indefensas.
Son Naciones que se dicen democráticas y que nos quieren dar lecciones de democracia, y que se han caracterizado por llevar prácticas colonialistas en contra de los Pueblos del Mundo; Naciones que tienen en su récord criminal haber instalado el negocio de tráfico de esclavos; Naciones con Dirigentes que no tienen vergüenza y que con el mayor cinismo tratan de justificar los crímenes que han cometido a lo largo de la Historia.
Ya sabemos qué intereses son los que se mueven detrás de estos crímenes: Los intereses de apoderarse de las riquezas de los Pueblos, de las Naciones en Vías de Desarrollo. Se dicen “defensores de los Derechos Humanos” cuando han sido los mayores violadores de los Derechos Humanos en la Historia de la Humanidad, y no tienen Conciencia del daño que se le hace al Planeta Tierra y del daño que les hacen a sus mismos Pueblos.
Porque querer reinstalar y fortalecer el Nazismo no solamente en Ucrania, sino que también en Europa, donde están abiertas las puertas por las que caminó Hitler para llegar al Poder en Alemania. Sí, ahí están en Europa avanzando los que siguen el pensamiento, la lógica, el camino de terror que le impuso, al Pueblo alemán y a los Pueblos del Mundo, el Fascismo.
O sea, Naciones Unidas no ha sido capaz, porque sencillamente no tiene una correlación en lo que son las Naciones representadas ahí, que permitan que se cumpla con lo que son los Principios de Naciones Unidas. En Naciones Unidas se imponen los intereses de los Fascistas, de los Nazistas, de los Imperialistas.
Luego vemos cómo Ucrania, donde un Pueblo ha sido víctima del Fascismo, del Nazismo, ya en periodos anteriores, después de la derrota del Fascismo, del Nazismo, donde el Pueblo ruso fue determinante en la Victoria contra el Nazismo, vemos cómo se unen en la OTAN, Europa y los Estados Unidos para defender al Nazismo, mientras el Gobierno, el Pueblo ruso, los soldados rusos, están librando la batalla contra el Nazismo en Ucrania.
Ahora incluso, abiertamente escuchamos a Presidentes europeos, el Presidente de Francia, la Francia que asesinó a millones de Seres Humanos en Argelia y en otros Pueblos que ocuparon, hablando de llevar tropas de Europa, y quieren también el acompañamiento de tropas norteamericanas para defender al Nazismo en Ucrania.
Pero no bastan los crímenes que se están cometiendo, y tenemos esa otra realidad, sangrienta, brutal, dolorosa, donde el Gobierno de Israel, con el respaldo militar de los Estados Unidos y de los Países europeos está empeñado en desaparecer al Pueblo palestino.
Y vemos los crímenes en transmisiones directas, cómo asesinan a niños, víctimas de los bombardeos de los sionistas, y cómo destruyen los hogares, cómo destruyen Hospitales, cómo han dicho con toda claridad, lo ha dicho el Primer Ministro de Israel, que tiene que desaparecer Palestina.
Hay protestas lógicamente, los Pueblos protestan, el mismo Pueblo de Israel no está de acuerdo, todo el Pueblo de Israel, con esos crímenes; los Pueblos en Europa marchan y protestan; Gobernantes, Pueblos Latinoamericanos, Caribeños, también condenando los crímenes, con excepción lógicamente de los Gobiernos Fascistas que tenemos ya en América Latina, Gobiernos fascistas, Gobiernos nazis, que se sienten muy seguros, sin tomar en cuenta lo que es la Conciencia de los Pueblos. Porque en los Pueblos se está alimentando la Conciencia en contra de estos crímenes, y en contra de los Gobiernos que promueven y participan de estos crímenes.
La sangre derramada en Palestina y la sangre derramada en Ucrania, es sangre que corre a causa de la actitud fascista, nazi, de los Gobiernos que están agrupados en la OTAN.
Estas son políticas que en nada, en nada, nada, se diferencian con lo que fue la práctica de ese político de origen alemán, Adolfo Hitler, que llegó al Gobierno y luego se lanzó a ocupar a los mismos Pueblos europeos.
Estamos frente a lo que es un intento del Capitalismo Mundial, del Imperialismo, de reimplantar el Fascismo, el Nazismo, no sólo en Europa, no sólo en Ucrania, sino que también en nuestros Países Latinoamericanos y Caribeños.
Pero antes estos crímenes que no llaman la atención como para que en Naciones Unidas se dieran los pasos correspondientes para frenar la guerra que Europa está lanzando contra la Federación Rusa y la guerra que están lanzando contra el Pueblo palestino, las Naciones Unidas no tiene mecanismos, allí se agotan las palabras, incluso quedan en ridículo y son burladas las votaciones.
Porque, ¿en cuántas ocasiones todos los Países que somos Miembros de Naciones Unidas hemos votado para que se levante el bloqueo a Cuba, la Cuba de Martí, de Fidel, de Raúl? Año con año. Y se vota masivamente, son dos o tres Países los que no votan a favor, y ahí no vale la democracia, no valen los votos, porque sencillamente más bien recrudece el bloqueo.
Lo mismo ha acontecido contra la Hermana República Bolivariana de Venezuela, y sigue aconteciendo, la Tierra de Bolívar, que inspiró a Sandino, la Tierra de Chávez. Y, tanto el Presidente Nicolás Maduro ha hecho esfuerzos para buscar entendimientos, acuerdos, y de repente cuando pareciera que se van a alcanzar esos acuerdos, esos entendimientos, vienen más agresiones.
Nuestra Solidaridad con el Pueblo Bolivariano, nuestra Solidaridad con el Pueblo de Cuba, con el Presidente Miguel Díaz-Canel, que han acompañado esta reunión. A ellos, nuestro Cariño, nuestro Abrazo de Hermanos. Porque en esta Reunión han participado Cuba, Venezuela, Bolivia, Nicaragua, y nuestra Hermana Mayor, la Federación Rusa.
Como bien lo recordaba nuestro Hermano Patrushev, estamos en el Año 45 del Triunfo de la Revolución Popular Sandinista que es la expresión de la Conciencia de un Pueblo, el Pueblo nicaragüense, que después de enfrentar a los colonialistas españoles, incluso derrotarlos en los primeros encuentros con el Cacique Diriangén, luego de estar ocupada Nicaragua por el Imperio español, al final, la Independencia de España, de nuestros Pueblos, acompañados de las gigantescas batallas que libró Bolívar y que favorecieron la Independencia de Centroamérica, y de las gigantescas batallas también que libró México, con Hidalgo, con Juárez. Dos Países que dieron la batalla.
Y nosotros aquí en Centroamérica dando la batalla, sin el poder lógicamente de dos Naciones grandes como México, y finalmente la Independencia, la Independencia de Centroamérica en el año 1821. Al 31, al 41, al 51, 30 años después de la Independencia ya estaban los yanquis interviniendo en Nicaragua.
El Imperio yanqui le cayó a Nicaragua, ¿por qué? Por el Canal. Sí, aquí no hay petróleo, pero está esa ruta estratégica, la del Canal, y los yanquis se lanzaron sobre Nicaragua, y nos impusieron un Presidente, William Walker, que fue reconocido por el Gobierno de los Estados Unidos en ese entonces.
El plan era tomarse toda Centroamérica y luego avanzar sobre México, pero los Patriotas nicaragüenses se rebelaron contra los invasores, y combatieron a los invasores, hasta con pedradas como Andrés Castro, y el Pueblo de Nicaragua logró derrotar la primera intentona yanqui de apoderarse de Nicaragua.
Luego vino la segunda intentona yanqui que derrocó a un Gobierno porque tenía posiciones Progresistas, Liberales, y no se prestaba a ser instrumento de los yanquis. Derrotaron al Presidente Zelaya. Pero se rebelaron los nicaragüenses con sentido de Patriotismo y con el mismo Espíritu de los Combatientes de San Jacinto cuando se enfrentaron a Walker, con el General Benjamín Zeledón a la cabeza, y para estos días Zeledón libraba los primeros combates, mientras desembarcaban las tropas yanquis aquí en Nicaragua.
Luego Zeledón cae en combate contra las tropas yanquis, y Sandino que era un muchacho toma la bandera de Zeledón, y sigue el combate contra las tropas yanquis, y Sandino logra derrotar a las tropas yanquis. Ante la derrota, entonces los yanquis dejaron a Jefes militares del Ejército norteamericano al frente de lo que fue la Guardia de Somoza.
Y mientras Sandino venía aquí a Managua y ya firmaban los Acuerdos de Paz, luego lo asesinaron a Sandino. Y lo asesinan después de que el Presidente Sacasa, que era un hombre de buenas intenciones, lo invitó a cenar a la Casa Presidencial. Ya se habían firmado los Acuerdos de Paz, ya no había tropas yanquis en Nicaragua, pero el plan de los Estados Unidos era asesinar a Sandino y lo capturaron cuando venía bajando de la Presidencia, y lo fusilaron con otros Héroes, con otros Patriotas.
Bueno, la batalla fue larga, porque Somoza era el Gobernador que tenían los yanquis aquí en Nicaragua, y lo armaban, para ellos era un Demócrata. Pero ahí estaba la rebelión del Pueblo nicaragüense, siempre patente; una rebelión que siempre fue contra los invasores yanquis, frente a las tropas norteamericanas a las que combatió Zeledón, a las que combatió Sandino, y luego a las que combatió el Pueblo nicaragüense con el Frente Sandinista de Liberación Nacional a la cabeza.
Estamos en el año 45 de la derrota del Imperialismo yanqui en Nicaragua, por eso ellos siguen conspirando, agrediéndonos de diversas formas y planeando todo tipo de crímenes, y de la que somos víctimas todos los Pueblos, los Pueblos y Gobiernos que han estado participando de esta Reunión. De ahí que, para asegurar por un lado la derrota del Fascismo, la derrota del Nazismo, la derrota de los que tienen una política de destrucción y muerte en contra del Pueblo Palestino, la Unidad es nuestro Camino, y la Unidad abordando temas como estos que se han abordado en esta Reunión.
Aquí no hemos venido a abordar ningún plan para invadir a los Estados Unidos, o para irnos contra la OTAN, o para irnos contra el Gobierno de Israel. ¡No! Aquí hemos venido a trabajar un plan para defender a nuestros Pueblos y que nuestros Pueblos tengan la oportunidad de combatir la pobreza, lograr un mejor desarrollo en el orden económico-social. La Justicia, la Solidaridad, esos son los Principios que nos han reunido en estos días aquí en Nicaragua.
Nos hemos reunido para seguir luchando por la Paz, porque por muy dura que sea la situación actual en lo que está aconteciendo, de parte de la OTAN agrediendo al Pueblo Palestino, agrediendo al Pueblo de Ucrania y amenazando a la Federación Rusa; al final, tenemos la certeza, tenemos la convicción, tenemos la confianza de que la Paz vencerá al Fascismo, la Paz vencerá al Neofascismo, la Paz vencerá al Imperialismo.
Y nos sentimos fortalecidos ante este acontecimiento de esta Reunión, es histórica aquí en nuestro País, donde la Federación Rusa con Venezuela, Cuba, Bolivia, nos convocaron a reunirnos aquí en Managua, en la Tierra de Sandino y en el 45 Aniversario del derrocamiento del último marine de los yanquis.

Good afternoon, beloved friends and Colleagues. We would like to thank our Brothers and Sisters from the Russian Federation with General Nikolay Patrushev, who has come to Nicaragua with this important Delegation to hold Working Meetings on Security, a visit which concludes with this meeting with our Supreme Leadership, our President Comandante Daniel Ortega and our Vice President Compañera Rosario Murillo.
We will present the Russian Delegation, welcoming General Nikolay Patrushev, Secretary of the Security Council of the Russian Federation; our Brother, Compañero Alexander Khokholikov, Ambassador of the Russian Federation; Compañero Alexander Venediktov, Deputy Secretary of the Security Council of the Russian Federation; Compañero Sergey Beseda, Deputy Head of the Federal Security Service of Russia; Compañero Nail Mukhitov, Adviser to the Secretary of the; to Compañero Konstantin Manasenko, Representative of the Office of the Security Council of the Russian Federation, and to Compañera Ksenia Kardash, Translator of the Ministry of Foreign Affairs of the Russian Federation.

We would like to thank General Patrushev, who has come to Nicaragua to hold a Meeting with 5the five countries that have formed this Working Group to exchange and cooperate on Security issues.
Delegations have participated from the Republic of Cuba, the Bolivarian Republic of Venezuela and the Plurinational State of Bolivia, as well as from Nicaragua and Russia. At the same time, bilateral meetings between the various Delegations and the Russian Federation have been held.
As part of the work carried out we have achieved the signing of important Documents between Nicaragua and Russia.
The Cooperation Protocol of the National Police of the Republic of Nicaragua and the Ministry of the Interior of the Russian Federation for the years 2024-2026 has been signed.
An Agreement has been signed between the Government of the Republic of Nicaragua, our National Police, and the Government of the Russian Federation’s Ministry of the Interior, on cooperation in the field of retraining and professional development of personnel in the field of police activity.
Also the Memorandum of Understanding between the Ministry of the Interior of the Republic of Nicaragua and the Ministry of Justice of the Russian Federation on cooperation in the field of legal regulation of the activities of non-profit organizations has been signed.
Bilateral meetings have been held with the Russian Intelligence Service, the Ministry of the Interior, the Federal Financial Supervision Service, the Russian Ministry of Justice, and the Ministry of Emergencies with their Nicaraguan counterparts: the Nicaraguan Army, the National Police, the Ministry of the Interior, the Attorney General’s Office of the Republic, the Financial Analysis Unit, and the National System for Disaster Prevention, Mitigation and Care.
And on the initiative of General Patrushev, for which we are grateful, an Economic and Commercial Team from the Russian Federation has also come as part of the Delegation.
Representatives of the Ministry of Finance, the Ministry of Economic Development, the Ministry of Industry and Trade, the Ministry of Energy and the Central Bank of Russia participated in these Meetings. And for Nicaragua, representatives of the Central Bank of Nicaragua, the Ministry of Finance and Public Credit, the Ministry of Industry and Commerce, the Ministry of Energy, our Ministry of Health, the Nicaraguan Institute of Social Security, and the Presidential Advisors for Investments, Trade and International Cooperation have also taken part.
So we are grateful for this gesture by our Brother, General Patrushev, which has allowed us to develop comprehensive Multilateral and Bilateral Meetings.
So we conclude this brief report and give the floor to our esteemed Brother, Friend and Compañero Nikolay Patrushev.
Remarks by General Nikolay Patrushev
Thank you for this opportunity to speak. Beloved Compañero Comandante, beloved Compañera Rosario, above all I would like to thank you for the warm welcome in this land of Nicaragua.
I would like to thank all the Nicaraguan people, but with special thanks to Compañero Laureano, for his efforts to organize both the Bilateral Meetings and the Multilateral Meetings.
Mr President, Madam Vice President, I would like to convey to you the best wishes of the President of the Russian Federation, Vladimir Putin. He pays a lot of attention to the development of our relationship.
The invitation to these Meetings and their realization will give additional impetus to strengthening and intensifying relations between our Countries.
Compañero Laureano has just mentioned the representatives of the Institutions that took part in these Meetings. In our opinion they worked very well and fruitfully, and I hope that we will be able to see results not only in the fields of Security, Defenseand Military-Technical Cooperation, but also in the socioeconomic field.
At the same time, the Meeting between all Five Parties was held which was also very fruitful. This was the second such Meeting and everyone expressed the opinion that it was very successful.
We will continue the work in this format, but we will also develop our work in other formats. For example, the Meeting of the High Representatives for Security Affairs will be held in St. Petersburg from April 23rd to 25th.
We held the first Meeting of this kind last year in the Moscow Region, when 101 Countries participated at that time; I hope that this time we will manage to bring together even more participants interested in cooperating.
During the Meetings, each side expressed interest in the development of cooperation in the field of Information Security, and this topic will be one of the main issues we will address in St. Petersburg in April.
Our counterparts also expressed interest in addressing the issue of traditional values, and this issue will also be addressed within the framework of the April Meeting.
Many companies, many institutions are going to participate in this event, especially in the field of Security and Defense, different presentations will be made. We are also going to show our guests the sights of St. Petersburg, and I hope that our work will be very fruitful.
This year your country is celebrating the 45th Anniversary of the Sandinista Popular Revolution and you, Compañero Comandante, were one of the Leaders, and we congratulate you for that. However for our Peoples to live in Security, and for Sovereignty and Independence to be preserved, we must pay close attention, on a permanent basis, to these issues.
Our Nicaraguan Friends informed us, once again, about the events that took place in 2018, and these acts must not be repeated.
Today we visited the Training Center of the Russian Ministry of Internal Affairs and I think it is very useful, not only for Nicaragua, but for other Latin American Countries and for our Country as well.
One more important issue that we will address is Biological safety.
We also know that the MECHNIKOV Joint Venture operates in Nicaragua, where the Russian Federal Medical-Biological Agency operates, and the operation of this Center is very effective.
The creation of a Nuclear Medicine Center, under the direction of the ROSATOM Company, is also not far away, and I believe that this would also be very effective.
It is very important to note that the Meetings were held not only between the Delegations representing the Forces Institutions, but also the Representatives of the economic bloc. They had very fruitful meetings and we hope that all the Agreements reached can be implemented soon.
We cannot slow down the pace of the development of our relationships. As far as I recall, this year we are celebrating 80 years since the establishment of diplomatic relations between our countries.
That is why, Compañero President, Compañera VicePresident, I thank you for the hospitality, the warm welcome and the work carried out; I hope we will be able to continue working, cooperating, on a regular basis, both in the bilateral format and in the multilateral format. And you also just mentioned our cooperation at the UN, where we support each other. Thank you.

Beloved Compañero Nikolay Patrushev, Secretary of the Security Council of the Russian Federation; Beloved Brothers and Sisters of the Russian Government Delegation and your leader President Putin, to whom we send our greetings, do tell him that we always remember his visit to Nicaragua, a historic visit. We greet the Russian Delegation, the Russian People, on behalf of the Nicaraguan people, who continue to strive for peace.
This Meeting, on which Compañero Patrushev has already informed us in detail about the issues that were addressed, is a Meeting for Development, for the fight against Poverty, for the Security of our Peoples. It’s a meeting for Peace!
We cannot ignore the crimes that are being committed in the world right now. These are crimes committed by States, by governments that are well known for attacking, invading, even dropping atomic bombs on defenseless cities.
They are Nations calling themselves democratic andwho want to give us lessons in democracy, when they have a history of carrying out colonialist practices against the Peoples of the World; Nations whose criminal record includes setting up the business of slave trafficking; Nations with Leaders who have no shame and who with the utmost cynicism try to justify the crimes they have committed throughout history.
We already know the interest that is the motive behind these crimes: the interest of seizing the wealth of Peoples, of Developing Nations. They call themselves “human rights defenders” when they have been the greatest violators of Human Rights in the History of Humanity, and pay no attention to the damage being done to Planet Earth and the damage they are doing to their own Peoples.
Because they want to reinstall and strengthen Nazism not only in Ukraine, but also in Europe, where the doors through which Hitler walked to take power in Germany are open again. Yes, in Europe people are progressing who follow the thought, the logic and the path of terror that Fascism imposed on the German people and the Peoples of the World.
In other words, the United Nations has been impotent, because it simply does not have the correlation among the Nations represented there to allow the Principles of the United Nations to be fulfilled. The interests of the Fascists, the Nazists, the Imperialists are imposed in the United Nations.
Thus we see in Ukraine, whose People have been a victim of Fascism, of Nazism, already in earlier times, how following the defeat of Fascism, of Nazism, in which the Russian People was decisive in the Victory against Nazism, we see how they unite in NATO, Europe and the United States to defend Nazism, while the Government, the Russian people, the Russian soldiers, are waging the battle against Nazism in Ukraine.
Now we are even hearing European Presidents, the President of France, the France that murdered millions of Human beings in Algeria and other Peoples whose land they occupied, openly talking about bringing troops from Europe, and they also want American troops, so as to defend Nazism in Ukraine.
And as if the crimes that already being committed were not enough, we have too that other reality, bloody, brutal, painful, where the Government of Israel, with the military backing of the United States and European countries is determined to make the Palestinian People disappear.
We see the crimes via direct broadcasts, how they kill children, victims of the Zionist bombings, how they destroy homes, how they destroy hospitals, how they have said very clearly, the Prime Minister of Israel has said, that Palestine must disappear.
There are protests of course, the Peoples protest, the People of Israel itself does not agree, the whole People of Israel, with these crimes; Peoples in Europe march and protest; Rulers, Latin American, Caribbean Peoples, have also condemned the crimes, except naturally the Fascist Governments that we already have in Latin America, Fascist Governments, Nazi Governments, who feel very confident, without taking into account the Conscience of their Peoples. Because the Peoples’ conscience is being built up against these crimes, and against the Governments that promote and participate in these crimes.
The blood spilled in Palestine and the blood spilled in Ukraine is blood that is spilled as a result of the fascist, Nazi attitude of the governments grouped in NATO.
These are policies that differ in nothing, in nothing at all, nothing, from the practice of that politician of German origin, Adolf Hitler, who came to government and then set out to occupy those self-same European Peoples.
We are facing what is an attempt by World Capitalism, Imperialism, to reimplant Fascism, Nazism, not only in Europe, not only in Ukraine, but also in our Latin American and Caribbean Countries.
Earlier these crimes did not attract attention enabling the corresponding steps to be taken at the United Nations so as to stop the war Europe has launched against the Russian Federation and the war they have launched against the Palestinian People, the United Nations has no mechanism, words are exhausted there, to the point of being ridiculous while its votes are mocked.
After all, on how many occasions have all the Countries that are Members of the United Nations voted to lift the blockade on Cuba, the Cuba of Martí, of Fidel, of Raúl? Year after year. And they vote massively in favor, only two or three countries do not vote in favor, but democracy has no value, the votes have no value, because instead the blockade simply intensifies.
The same thing has happened against our Sister Bolivarian Republic of Venezuela, and is still happening, the Land of Bolivar, which inspired Sandino, the Land of Chávez. And, so much effort President Nicolás Maduro has made to reach understanding, agreement, but suddenly just when it seems that those agreements, those understandings are going to be reached, more aggression is unleashed.
Our solidarity with the Bolivarian People, our Solidarity with the People of Cuba, with President Miguel Díaz Canel, who have accompanied this meeting. To them, our Affection, our Brotherly Embrace. Because Cuba, Venezuela, Bolivia, Nicaragua, and our Older Sister, the Russian Federation, have all participated in this Meeting.
As our Brother Patrushev recalled, we are in the 45th Year of the Triumph of the Sandinista Popular Revolution, which is the expression of the Conscience of a People, the Nicaraguan People, who after confronting the Spanish colonialists, even defeating them in the first encounters with the Cacique Diriangén, after Nicaragua was occupied by the Spanish Empire, in the end, the Independence of Spain, of our Peoples, accompanied by the gigantic battles that Bolivar fought and which favored the Independence of Central America, and the gigantic battles that Mexico also fought, with Hidalgo, with Juárez. Two countries that fought their battles.
And we here in Central America fighting the same battle, of course without the power of two big nations like Mexico, finally achieving Independence, the Independence of Central America in the year 1821. On from1831, 1841, to 1851, just 30 years after Independence the Yankees were already intervening in Nicaragua.
The Yankee Empire fell on Nicaragua, why? For the Canal. Yes, there is no oil here, but there is that strategic route, the Canal route, and the Yankees set upon Nicaragua, imposing on us a President, William Walker, who was recognized by the United States Government at that time.
The plan was to take all of Central America and then advance on Mexico, but Nicaragua’s Patriots rebelled against the invaders, and fought the invaders even with stones, like Andrés Castro, and the people of Nicaragua managed to defeat the first Yankee attempt to seize Nicaragua.
Then came the second Yankee attempt in which they overthrew a government because it held progressive, Liberal positions, and did not lend itself to being an instrument of the Yankees. They defeated President Zelaya. But the Nicaraguans again rebelled out of patriotism and with the same Spirit of the San Jacinto Fighters who faced Walker, this time with General Benjamin Zeledón at the head, and around this time Zeledón was fighting the first battles just as the Yankee troops were landing here in Nicaragua.
Then Zeledón fell in combat against the Yankee troops, and Sandino who was a boy at the time took up Zeledón’s flag, and continued the combat against the Yankee troops, and Sandino managed to defeat the Yankee troops. Faced with their defeat, the Yankees left behind military officers of the US Army to lead Somoza’s National Guard.
And when Sandino came here to Managua, when the Peace Accords were already being signed, then Sandino was assassinated. And he was assassinated after President Sacasa, who was a man of good intentions, invited him to dinner at the Presidential House. The Peace Accords had already been signed, there were no longer any Yankee troops in Nicaragua, but the United States’ plan was to assassinate Sandino and they took him when he was returning from the Presidency, and shot him along with other Heroes, with other Patriots.
Well, the battle was a long one, because Somoza was the Governor the Yankees installed here in Nicaragua, and they gave him arms, because for them he was a Democrat. But the Nicaraguan people rebelled, as ever; always in rebellion against the Yankee invaders, against the US troops that Zeledón fought, that Sandino fought, and then those that the Nicaraguan people fought with the Sandinista National Liberation Front at their head.
A We are in the 45th year of the defeat of Yankee Imperialism in Nicaragua, which is why they continue to conspire, attacking us in various ways and planning all kinds of crimes, crimes of which the Peoples, all the Peoples and their Governments that have been participating in this Meeting are victims. Hence, to ensure on the one hand the defeat of Fascism, the defeat of Nazism, the defeat of those with policy of destruction and death against the Palestinian People, Unity is the Way, Unity through addressing issues such as these that have been addressed at this Meeting.
We have not come here to discuss plans to invade the United States, or to move against NATO, or to move against the Government of Israel. No! We have come here to work on a plan to defend our Peoples so that our Peoples have the opportunity to overcome poverty, achieve better socioeconomic development. Justice and Solidarity are the Principles that have brought us together during these days here in Nicaragua.
We have gathered to continue striving for Peace, because no matter how hard the current situation is given what is happening, on the part of NATO attacking the Palestinian People, attacking the People of Ukraine and threatening the Russian Federation; in the end, we have the certainty, we have the conviction, we have the confidence that Peace will defeat Fascism, Peace will defeat Neo-Fascism, Peace will defeat Imperialism.
And we feel strengthened by this event, this Meeting, it is historic here in our country, where the Russian Federation together with Venezuela, Cuba, Bolivia, convened us all to meet here in Managua, in the Land of Sandino and on the 45th Anniversary of the overthrow of the last Yankee marine.
