Le decía al Presidente del Banco, Dante Mossi, que estamos estrenando nosotros aquí el Banco, porque el Banco ayer abrió sus puertas, y hoy estamos instalando aquí la Primera Sesión, la Primera Reunión en la Sede del Banco aquí en Nicaragua.
Aquí estamos con el Presidente del Banco Centroamericano y las Autoridades de Nicaragua dentro del Banco, los Funcionarios, yo diría que no todos, está una buena parte sí de los Funcionarios, Ministros, Directores de Entes Autónomos, etc., que tienen relaciones con el Banco y que tienen que ver con los Proyectos que hemos venido ejecutando y seguimos ejecutando en nuestro País.
Bueno, a la vista tengo primero, diría yo, al Ministro, porque es Ministro a la vez, es el Presidente de la Asamblea Nacional, sí, pero como es Médico también él atiende al Sector Salud, y a él le ha tocado la tarea de coordinar esfuerzos para la traída de las vacunas a Nicaragua. Algo vital para la Vida de los nicaragüenses, para la Vida de los Adultos, para la Vida de los Jóvenes, y para la Vida de los Niños. Y ahí hemos contado con el respaldo del Banco.
Y continuamos también trayendo vacunas, porque ya sabemos que este COVID ya es una Enfermedad que llaman Endémica, y es Endémica ya, hay que estarla enfrentando como se enfrentan otras Epidemias todos los años en el Mundo.
Como les explicaba y les decíamos a las Familias nicaragüenses el día que estuvimos con Dante, el día 15 por la tarde, este es un Banco para la Vida, para la Paz, ¿de quiénes? De los Pueblos Centroamericanos, que tenemos entre nuestras Prioridades el combate a la Extrema Pobreza y a la Pobreza.
Y ya bien sabemos que para combatir la Extrema Pobreza y la Pobreza, pues, fundamental la Salud, fundamental la Educación, fundamental la Vivienda, porque tienen que ver con la calidad de Vida, mínima, para las Familias nicaragüenses; fundamental los Hospitales para la Salud, las Escuelas para la Educación, las Carreteras para el desarrollo de nuestro País.
En lo que se transmitía por la televisión ayer por la noche, aparecían las carreteras ahí, y las Carreteras que hoy llegan a la Región Autónoma del Caribe Norte y a la Región Autónoma del Caribe Sur. Fue un Milagro, fruto de más de 60 años de esfuerzo, de trabajo, de un Banco que nació, como explicaban ustedes, con recursos mínimos y que hoy ha logrado atraer ya mayores recursos donde cada País pone también aportes, y que nos permite acceder a financiamientos que permiten el crecimiento de la Economía del País.
Bueno, Iván ayer hacía una buena exposición sobre el tema, no voy a abundar, de lo que ha significado el crecimiento para el País. A pesar de los obstáculos, de las dificultades que hemos tenido que enfrentar, hemos logrado retomar, después de los obstáculos, después de las dificultades, hemos logrado retomar el crecimiento de la Economía del País.
Pero el crecimiento de la Economía del País significa más Escuelas, más Hospitales, más Viviendas, no es cuestión de más dinero para arriba… ¡No! Es más dinero que se distribuye en beneficio de las Familias nicaragüenses. Y la Riqueza se distribuye, la Recaudación que ha alcanzado, récord aquí en Nicaragua la Recaudación, esa Recaudación va para que se puedan construir más Escuelas, que se pueda pagar el salario de los Maestros, que se pueda pagar el salario de los Trabajadores de la Salud, de los Trabajadores en los Puertos, de los que laboran en las Carreteras, de los que laboran en el Campo.
Es decir, contar con los recursos que permitan que en estas condiciones tan difíciles, porque yo le decía a Dante, estas Reuniones que estamos teniendo en Nicaragua hoy, desde el 15 que nos encontramos, esta parece una Reunión surrealista, porque estamos hablando aquí y si vemos un poco más allá afuera, o sea, las dificultades, la crisis que está afectando al Mundo, grandes dificultades, guerras, y guerras a gran escala que sacuden la Economía de los Países más Desarrollados, y como dicen, los que más tienen que perder son los que más pierden a la hora de esas guerras, los que menos tienen que perder, sobreviven ahí.
Y aquí estamos logrando, en medio de estas convulsiones, darle continuidad a los Programas, a los Proyectos, al Plan de Gobierno, al Plan del Pueblo-Presidente, ahí le vamos dando cumplimiento, vamos ejecutando los Programas, paso a paso, como se dice, avanzando todos los días. Y reconociendo la Dirección del Banco, pues contamos con un Director del Banco, Dante Mossi, que ha sabido conducir el Banco, ha sabido desarrollar esfuerzos para atraer más recursos al Banco, y luego dirigir esos recursos hacia los Programas que más demandan los Pueblos de la Región Centroamericana.
Cuánto agradecemos a los Países, Organismos, que aportan recursos al Banco, porque hasta el momento, a pesar de la crisis de los problemas que hay a nivel global, han seguido fluyendo los recursos, han seguido sosteniendo los recursos. Y nosotros reconocemos que esos recursos llegan de Pueblos, de Naciones que cuentan con un mayor desarrollo, pero donde hay un espíritu, una voluntad de cooperar con la Región Centroamericana.
Eso lo reconocemos, lo valoramos, eso está más allá de lo que son las Ideologías; es una señal clara que no está perdido todo, y mientras exista el Sentido de Cooperación, de Solidaridad, ahí tenemos un punto de partida para poder seguir adelante.
Así es que, Dante, cuánto nos alegra tu visita a Nicaragua y te esperamos nuevamente cuando tengan ya la Primera Sesión aquí en esta Sala, que es la Sala de Reuniones de la Directiva del Banco y que hoy la estamos aquí estrenando, inaugurando, en esta Sesión.

Presidente, muchas gracias, el honor es de usted y de la Señora Vicepresidente, y por supuesto nuestro Gobernador, y a todos los Directores, a Don Ramón Uriel, que realmente ha sido un ancla en la conducción de este Banco. O sea, yo represento el mandato que los Gobernadores expresan a sus Directores, y ese diálogo es lo que hace que este Banco es lo que soy y el Equipo que nos acompaña.
Obviamente, Presidente, yo creo que, más que hablar, la verdad es que invitaría a que escuche un breve video que tenemos, porque quienes hablan sobre el trabajo que se ha hecho son los beneficiarios y que son personas que realmente agradecen el expandir el Servicio de Salud, Servicio de Agua, Servicio de Electricidad.
Como comentaba con el Ministro del MTI, paramos en un punto y hablamos con un señor que estaba esperando el autobús, y le pregunto: ¿Y qué ha cambiado? Me dice: ¡Todo! Tengo acceso a una Casa Digna. Yo tenía 4 paredes de cartón pegadas en unos palos, ahora tengo una casa, a la par (creo que se llama El Crucero esa zona, es muy lindo) tengo acceso a una calle de primera, de aquí puedo ir a la Escuela, al Centro de Salud, sin problemas.
Creo que ese ese el tipo de evidencia que hace que el trabajo que hacemos por el Pueblo nicaragüense, como usted lo dice, es tan recompensante.
Así que, muchas gracias por venir, y tenemos un video rápido, son 3 minutitos, yo sé que pasa muy ocupado, pero creo que es un testamento de lo que los Ministros y Jefes de Instituciones Descentralizadas hacen, hace que valga la pena todo este esfuerzo que estamos haciendo acá, Presidente.
Les pido que pongan el video, es un video breve, pero creo que vale la pena que lo escuchen. Espero que funcione, estamos estrenando el sistema, así que nos van perdonar. Si quieren, mientras alistan ahí les queremos enseñar la placa. Realmente estamos muy orgullosos, para nosotros es un honor abrir esta Oficina aquí en Nicaragua, es la Oficina más moderna que tenemos, así que es un orgullo para nosotros estrenar esta Oficina.

I’ve explained to the President of the Bank, Dante Mossi, that we are inaugurating the Bank here, because yesterday the Bank opened its doors, and here today we are holding the First Session, the First Meeting at the Bank’s headquarters here in Nicaragua.
Here we are with the President of the Central American Bank and the Nicaraguan Authorities within the Bank, the Officials, I would not say all of them, but a good number of the Officials, Ministers, Directors of Autonomous Entities, etc., who have relations with the Bank and who have to do with the Projects that we have been carrying out and continue to carry out in our Country.
Well, I have in mind first, I would say, the Minister, because he is a Minister at the same time, he is the President of the National Assembly, yes, but as he is a Doctor he also attends to the Health Sector, and he has had the task of coordinating efforts to bring the vaccines to Nicaragua. Something vital for the Life of Nicaraguans, for the Life of Adults, for the Life of Youth, and for the Life of Children. And on that matter we have had the support of the Bank.
And we also continue to bring vaccines, because we know already that this COVID is by now an Endemic Disease, it is Endemic, and we have to face it as we face other Epidemics every year in the World.
As I explained and we told the Nicaraguan families the day we met with Dante, on the afternoon of the 15th, this is a Bank for Life and for Peace. For whom? For the Central American Peoples, who have among our priorities the fight against Extreme Poverty and Poverty.
And we already know that in order to combat Extreme Poverty and Poverty, really Health, Education and Housing are fundamental, because they have to do with the quality of Life, in the end, for Nicaraguan Families; Hospitals are fundamental for Health, Schools for Education, Roads for the development of our Country.
In what was being broadcast on television last night, the highways were shown there, including the highways that today reach the North Caribbean Autonomous Region and the South Caribbean Autonomous Region. It has been miraculous, the fruit of more than 60 years of effort, of work, of a Bank that was born, as you explained, with minimal resources and that today has managed to attract ever more resources whereby every country also contributes, and thus allows us to access financing that allows the growth of the country’s economy.
In fact, yesterday Ivan made a good presentation on the subject, so I am not going to go into detail on what growth has meant for the country. In spite of the obstacles, the difficulties we have had to face, we have managed to resume, despite all the obstacles, after the difficulties, we have managed to resume the growth of the country’s economy.
But the growth of the country’s economy means more schools, more hospitals, more housing, it is not a question of more money upwards… No, it is more money that is distributed to the people… No! No! It is more money that is distributed for the benefit of Nicaraguan Families. And the wealth is distributed, the collection that has reached a record here in Nicaragua, that collection means that more Schools can be built, that the salaries of the Teachers can be paid, hat the salaries of the Health Workers, of the Workers in our Ports, of those who work in the Highways, of those who work in the Countryside can be paid.
That is to say, we have the resources that will allow us to do this, despite these very difficult current conditions, because I was saying to Dante, these meetings we are holding in Nicaragua today and since the 15th we have been meeting, this seems like a surrealistic Meeting, because we are talking here but if we look a bit further afield, that is, at the difficulties, at the crisis that is affecting the World, great difficulties, wars, very large scale wars shaking the economy of the most Developed Countries, and as they say, those who have the most to lose are those who do lose the most from these wars, while those who have the least to lose, manage to survive.
But here we are managing, in the midst of these convulsions, to give continuity to our Programs, to our Projects, to our Government Plan, to the Plan of our People-President, we are fulfilling them, we are carrying out the Programs, step by step, as they say, advancing every day. And in doing so acknowledging the Bank’s Management, because we have a Bank Director, Dante Mossi, who has been able to lead the Bank, has been able to develop efforts to attract more resources to the Bank, and then direct those resources towards the Programs that the Peoples of the Central American Region demand the most.
How grateful we are to the countries and organizations that contribute resources to the Bank, because up to now, despite the crisis and the problems that exist at the global level, they have continued to channel resources, continued to support those resources. And we recognize that these resources come from Peoples, from Nations that have a greater development, but where there is the spirit, the goodwill to cooperate with the Central American Region.
We recognize this, we value it, this goes beyond ideologies; it is a clear sign that all is not lost, and as long as there is a Sense of Cooperation, of Solidarity, then we have a starting point from which to move forward.
So, Dante, we are very pleased with your visit to Nicaragua and we look forward to seeing you again when you hold the First Session here in this Room, which is the Meeting Room of the Bank’s Board of Directors and which we are inaugurating here today, inaugurating it in this meeting.
Speech by Dante Mossi
Mr. President, thank you very much, honor to you and Madam Vice President, and of course to our Governors, and to all the Directors, to Don Ramón Uriel, who has really been an anchor in the leadership of this Bank. In other words, I represent the mandate that the Governors express to their Directors, and that interaction is what makes possible this Bank in terms of what I and our team contribute.
Actually, Mr. President, I believe that, really I’d rather invite you to watch a brief video that we have, rather than talking, because ther those talking about the work that has been done are the protagonists and they are people who really appreciate the expansion Health services, Water services, Electricity services.
As I was saying with the Minister of MTI, we stopped at one point to talk to a man waiting for the bus, and I asked him: “So what has changed? He said: “Everything! I have access to a Dignified House. Before I had just four cardboard walls held together with sticks, now I have a house, next to it (by the way I think that area is called El Crucero, a very nice place) I have access to a first class street, from there we have access to the school, to the Health Center, without any problems.
I think this is the kind of evidence that makes the work we do for the Nicaraguan people, as you say, so rewarding.
So, thank you very much for meeting us here, and we have a quick video, it is three minutes long, I know you are very busy, but I think it is a testament to what the Ministers and Heads of the decentralized institutions do, it makes all the effort we are making here worthwhile, Mr. President.

We are really very proud, it is an honor for us to open this office here in Nicaragua, it is the most modern office we have, so we are very proud to open it for the first time.
