Mensaje de Nicaragua en la VI Cumbre de Jefes de Estado y de Gobierno de la CELAC
MENSAJE DEL GOBIERNO DE
RECONCILIACIÓN
Y UNIDAD NACIONAL DE LA REPÚBLICA
DE NICARAGUA EN LA VI REUNIÓN DE JEFES DE ESTADO
Y DE GOBIERNO DE LA COMUNIDAD DE ESTADOS LATINOAMERICANOS Y CARIBEÑOS (CELAC)

- Hermano Presidente de México Andrés Manuel López Obrador, Presidente de la Comunidad de Estados Latinoamericanos y Caribeños (CELAC),
- Hermanas y Hermanos Presidentes, Primeros Ministros, Vice Presidentes, Ministros de Relaciones Exteriores y Jefes Delegación de los Estados Miembros de la CELAC,
- Representantes de Organizaciones Regionales e Internacionales,
- Amigas y Amigos Todos.
- Transmitimos el saludo fraterno del Comandante Daniel Ortega Saavedra, Presidente de la República de Nicaragua y la Compañera Vicepresidente Rosario Murillo.
- Saludamos a los países miembros, por la realización de esta VI Cumbre de la CELAC, de nuevo revitalizada como foro regional de pueblos Libres, Soberanos, Independientes y con autodeterminación. Reconocemos la emprendedora actuación y conducción de México en el proceso de reactivación de la CELAC en tiempo de Pandemias, contribuyendo a su fortalecimiento.
- En este mes de Septiembre, que celebramos el Bicentenario de la Primer Independencia de los países Centroamericanos, desde la Patria de Sandino y Darío compartimos estos Tiempos de defensa de nuestras Soberanías luchando contra los Poderes Coloniales y Neocoloniales, Imperialistas y Supremacistas de Siempre, fortaleciendo nuestra unidad y defendiendo nuestros derechos, nuestras culturas, idiosincrasia y nuestros recursos naturales.
- La CELAC se creó para la Unión, para la realización de los Supremos Sueños de Bolívar, Benito Juárez, Martí, Sandino y de todos los Próceres de Nuestra América Caribeña. Se creó para la Vida, la Libertad, la Fraternidad, la Complementariedad y la Solidaridad. La Comunidad de Estados Latinoamericanos y Caribeños se creó para trabajar con dignidad y Voces propias, en Hermandad y Unidad de nuestros Pueblos, por el Bien Común. La CELAC no es instrumento del Imperio, nació defendiendo el sagrado derecho de nuestros pueblos a vivir en Paz, avanzando contra la Pobreza, desarrollándonos, prosperando, con Justicia y Equidad. ¡Honor y Gloria a los Fundadores de la Comunidad de Estados Latinoamericanos y Caribeños!
- Desde la CELAC condenamos, rechazamos, todos los intentos perversos, de destruir a los Pueblos y Revoluciones de Cuba, Bolivia, Venezuela y Nicaragua. Repudiamos y exigimos el inmediato cese al inhumano y criminal bloqueo contra el hermano Pueblo Cubano y las agresivas medidas unilaterales contra nuestros países, algunas veces en alianza injustificable con Gobiernos de la Región.
- Por el bien de todos, esa práctica injerencista de aliarse con el agresor, debe terminar. Atenta contra la unidad, el desarrollo y el futuro de Paz, Seguridad y Progreso de nuestros países y nuestra región.
- Condenamos toda forma de medidas económicas coercitivas, acciones unilaterales, llamadas sanciones, violatorias del Derecho Internacional y de la Carta de las Naciones Unidas, dirigidas a menoscabar la soberanía y el derecho de los pueblos a su autodeterminación.
- Denunciamos que estas medidas atentan contra el desarrollo de los pueblos, son un mecanismo más de desestabilización política, económica y social, empleada por las elites de poder de Estados Unidos, obstruyendo la lucha de nuestros gobiernos contra la pobreza, la pandemia, profundizando la desigualdad social.
- Nicaragua ha denunciado en repetidas ocasiones y continuará denunciado que no Podrán amedrentarnos, ni debilitarnos, permanecemos firmes y dispuestos a defender nuestra Madre Patria, que es la Patria de Grandes Héroes y Heroínas que lideraron, a lo largo de nuestra Historia, la justa lucha Antiimperialista, Antisomocista y Antioligárquica, aspirando a la creación de una sociedad más equitativa, más prospera, más democrática y más incluyente y participativa.
- Es necesario continuar fortaleciendo la visión compartida sobre temas torales para el Desarrollo, Bienestar y Buenvivir de nuestros Pueblos. Desde la lucha contra la pandemia del COVID19 y la crisis climática global, hasta la urgente necesidad de unificar esfuerzos, recursos y capacidades para cumplir con los Objetivos de Desarrollo Sostenible, el combate al crimen organizado y el terrorismo en sus diferentes manifestaciones.
- Nicaragua comparte plenamente la convocatoria para que se democratice la producción y el acceso justo y equitativo a las vacunas contra el COVID-19. Así como el llamado a la Comunidad Internacional y al sector farmacéutico mundial de sumar esfuerzos, acelerar la distribución mundial de los tratamientos contra el COVID-19 bajo el principio de la solidaridad internacional y garantizar el acceso universal de la vacuna, como un bien común de la Humanidad.
- Celebramos también la creación de la Agencia Latinoamericana y Caribeña del Espacio (ALCE), la constitución del Fondo voluntario de la CELAC para la Asistencia Humanitaria ante situaciones de Desastres Naturales y los esfuerzos en marcha para el lanzamiento del Instituto Iberoamericano de Lenguas Indígenas (IILI), todas las cuales son iniciativas que contribuyen al desarrollo socioeconómico y cultural de los Pueblos de Nuestramérica Latina y Caribeña.
Queridos Hermanos y Hermanas,
13.Tanto las declaraciones aprobadas en consenso como nuestras deliberaciones reflejan comprensión de los desafíos y amenazas que enfrentamos como región y son base de sustentación para continuar consolidando la unidad y cooperación regional, aun cuando reconocemos que hay un camino que recorrer.
14. Nicaragua expresa en este Foro que debe ineludiblemente representar la Soberanía de los Pueblos y Estados Latinoamericanos y Caribeños, nuestra firme posición de no respaldo, no voto, a la República Argentina para la Presidencia Pro-Tempore de la CELAC, ya que el Gobierno de Argentina, no su Pueblo al que respetamos, ha contrariado, negado, las bases de la CELAC, con Pronunciamientos públicos de su Presidente y su Canciller, informando con gran ruido mediático, que “trabajan con Estados Unidos para resolver la situación de Nicaragua”.
15.Como bien se puede observar, el Gobierno de Argentina se convirtió en instrumento del Imperialismo norteamericano, subordinándose a sus intereses hegemónicos, diseñando, dicho por ellos mismos, con el Gobierno de Estados Unidos, “una estrategia” para vulnerar y negar la Soberanía Nacional de nuestra Nicaragua, Soberanía que heroicamente hemos defendido, y seguimos defendiendo con Amor, y Honor.
16. Por esa Soberanía que ha sido vulnerada públicamente por el Gobierno de la República Argentina, nuestra Posición, clara y firme, es de no voto, no respaldo al Gobierno de ese País, para la Presidencia Pro-Tempore de la CELAC. Porque se ha atrevido a interferir en nuestros asuntos, haciendo publicidad política propia, interviniendo, vulgar y ofensivamente, en clara e insultante sintonía con los yanquis, en Temas Internos de nuestra Patria.
17. El Gobierno de la República Argentina se ha prestado a violar nuestra Dignidad y Soberanía Nacional, que, como dice nuestro Augusto C. Sandino, General de Mujeres y Hombres Libres, “esta, no se discute, se defiende con las armas en la mano”.
18. Nosotros defendemos con Orgullo Nacional, nuestro Honor y Decoro, que nos ha costado tanta sangre, y que obviamente ha sido manoseado en inaceptables planes conjuntos del Gobierno de la República Argentina con el Gobierno Imperialista de los Estados Unidos.
Por esas razones de fondo, no podemos dar el voto al Gobierno de la República Argentina.
Hermanas y Hermanos, Jefes de Estado y de Gobierno, Delegadas y Delegados:
19. Continuamos en el camino trazado por los Libertadores y Próceres de América Latina y el Caribe avanzando en la CELAC por la unidad en la diversidad, la integración y las luchas continuas defendiendo la Libertad, Soberanía, Autodeterminación y Justicia Social de nuestros Pueblos.

Brother President of Mexico, Andrés Manuel López Obrador, President of the Commu-nity of Latin American and Caribbean States (CELAC),
Sisters and Brothers, Presidents, Prime Ministers, Vice Presidents, Min-isters of Foreign Affairs and Heads of Delegation of the CELAC Member States,
Representatives of Regional and Inter-national Organizations,
Dear Friends.
1. We convey the fraternal greetings of Coman-dante Daniel Ortega Saavedra, President of the Republic of Nicaragua, and Comrade Vice President Rosario Mu-rillo.
2. We salute the member countries for hold-ing this VI CELAC Summit, once again revi-talized as a regional forum of Free, Sovereign, Independent and Self-determined peoples. We acknowledge the entrepre-neurial actions and leadership of Mexico in this process of reactivating CELAC in times of Pandemic, contributing to its strengthening.
3. In this month of September, in which we celebrate the Bicentennial of the First Independence of the countries of Central America, from the Motherland of Sandino and Darío, we share these Times of defense of our Sovereignty, fighting against the Colonial and Neo-colonial, Imperialist and Supremacist Pow-ers of Always, strengthening our unity and defending our rights, our cul-tures, idiosyncrasies and our natural resources.
4. CELAC was created for the Union, for the realization of the Supreme Dreams of Bolí-var, Benito Juárez, Martí, Sandino and of all the Heroes of Our Caribbean America. It was created for Life, Lib-erty, Fraternity, Complementarity and Sol-idarity. The Community of Latin American and Caribbean States was created to work with dignity and with our own Voices, in Fraternity and Unity of our Peoples, for the Common Good. CELAC is not an instrument of the Empire, it was born defending the sacred right of our peoples to live in Peace, advancing against Poverty, promoting development and prosperity, with Justice and Equity. Honor and Glory to the Founders of the Community of Latin American and Caribbean States!
5. From CELAC we condemn and reject all the perverse attempts to destroy the Peoples and Revolutions of Cuba, Boliv-ia, Venezuela and Nicaragua. We repu-diate and demand the immediate cessa-tion of the inhuman and criminal blockade against the brotherly People of Cuba, as well as the aggressions, unilateral measures against our countries, sometimes in unjustifiable alliance with Govern-ments of the Region.
6. For the good of all, this intervention-ist practice of allying with the aggres-sor
must end. It threatens the unity, develop-ment and future of Peace, Security and Pros-perity of our countries and our region.
7. We condemn all forms of coercive econom-ic measures, unilateral actions, so-called sanctions, in violation of In-ternational Law and the Charter of the United Nations, aimed at undermining the sovereignty and the right of our peoples to self-determination.
8. We denounce that these measures threaten the development of our peoples and are just another mechanism of polit-ical, economic and social destabili-zation, used by the powerful elites of the United States, derailing our govern-ments’ struggle against poverty and the pan-demic, and deepening social inequali-ty.
9. Nicaragua has repeatedly denounced and will continue to denounce, that they will never be able to intimidate us or weaken us, we remain firm and willing to defend our Motherland, which is the Motherland of Great Heroes and Heroines who, throughout our history, led the just Anti-imperialist, Anti-Somoza and Anti-oligarchic struggle, aspiring toward the creation of a more equitable, more prosperous, more democratic and more inclu-sive and participatory society.
10. It is necessary to continue strengthen-ing our shared vision on key issues for the Development, Wellbeing and Good Living of our Peoples. From the fight against the COVID19 pandemic and the global climate crisis, to the urgent need to unify efforts, resources and capacities to comply with the Sustainable Development Goals, the fight against organized crime and terrorism in its different manifestations.
11. Nicaragua fully supports the call to democratize the production and fair and equitable access to vaccines against COVID19, as well as the call to the International Community and the global pharmaceutical sector to join forces in order to accelerate the global distribution of treatments against COVID19, under the principle of interna-tional solidarity and guaranteeing universal access to the vaccine, as a common good of humanity.
12. We also celebrate the creation of the Latin American and Caribbean Space Agency (ALCE), the establishment of the CELAC Voluntary Fund for Humanitar-ian Assistance in Situations of Natural Disaster and the ongoing efforts to launch the Ibero-American Institute of Indigenous Languages (IILI), all of which are initia-tives that contribute to the socio-economic and cultural development of the Peoples of Our Latin and Caribbean America.
Dear Sisters and Brothers,
13. Both the declarations approved by consensus, as well as our deliberations reflect an understanding of the challenges and threats we face as a region and are the basis to continue consolidating regional unity and cooperation, even though we recognize that there is a way to go.
14. Nicaragua expresses, within this Fo-rum that must unequivocally repre-sent the Sovereignty of the Latin American and Caribbean Peoples and States, its firm position of non-support, non-vote, for the Republic of Argentina as Pro Tempore President of CELAC, because the Government of Argen-tina, not its People whom we respect, has contradicted and undermined the bases of CELAC, issuing Public Statements made by its President and Minister of Foreign Affairs, reporting with great media fanfare, that “they are working with the United States to resolve the situation in Nicaragua.”
15. As it can evidently be seen, the Government of Argentina has become an instru-ment of northamerican Imperialism, subordi-nating itself to hegemonic interests, de-signing, in their own words, “a strategy” to violate and disrupt the National Sovereignty of our Nicaragua, a Sov-ereignty that we have heroically de-fended and continue to defend with Love and Honor.
16. As that Sovereignty has been public-ly violated by the Government of the Repub-lic of Argentina, our Position, clear and firm, is one of non-vote, non-support for the Government of that Country as Pro-Tempore President of CELAC. Because it has dared to interfere in our affairs, making its own political publicity, intervening in the Internal Affairs of our country in a vulgar and offensive manner, and clearly and insultingly in collusion with the Yankees.
17. The Government of the Republic of Argentina has lent itself to violate our Na-tional Dignity and Sovereignty, which, as our Augusto C. Sandino, General of Free Men and Women, stated, “is not open to discussion, it is defended with arms in hand”.
18. We defend with National Pride, our Honor and Decorum, which has cost us so much blood and which has obviously been slighted by the unacceptable joint plans of the Government of the Republic of Argentina, along with the Imperialist Government of the United States.
For these fundamental reasons, we cannot give our vote to the Government of the Republic of Argentina.

19. We continue upon the path traced by the Liberators of Latin America and the Caribbean, advancing in CELAC for unity in diversity, integration and continuous struggle, defending the Free-dom, Sovereignty, Self-determination and Social Justice of our Peoples.
